Biographical Information 

Mr. Joseph Simmons was born and raised in Chester, Pa. After attending college at Indiana University, Bloomington, IN, where he majored in Computer Science. Mr. Simmons moved to Dover, DE, in 1995 after accepting a position as a Compute Programmer at Playtex  Products. Inc. After a 20-year career, Mr. Simmons moved to the public sector, working for the State of Delaware. 

Mr. Simmons is currently the IT Director at Kent County Levy Court, Dover, DE, where he oversees the technology strategy and operations for Kent County, a government organization that serves over 180,000 residents. He is responsible for managing the technology budget and investments, leading the IT staff and projects, and ensuring the security and reliability of the IT infrastructure and systems. With over thirty years of experience in IT leadership, development, and administration, he brings a wealth of knowledge and skills to this role.  He has successfully led and participated in several large-scale IT initiatives, such as the multi-state development of cross-jurisdiction information sharing networking and data sharing and migrating legacy systems to the cloud. He is passionate about leveraging technology to improve organizational efficiency, performance, and innovation.

Mr. Simmons is married with three children and enjoys camping, hiking, and volunteering at Robbins Hose Fire Company known as the Dover Fire Department.
