Biographical Information 

Mr. Joseph Simmons was born and raised in Chester, Pa. After attending college at Indiana University, Bloomington, IN, where he majored in Computer Science. Mr. Simmons moved to Dover, DE, in 1995 after accepting a position as a Compute Programmer at Playtex  Products. Inc. After a 20-year career, Mr. Simmons moved to the public sector, working for the State of Delaware. 

Mr. Simmons is the former IT Director at Kent County Levy Court in Dover, DE, where he led the county’s technology strategy and operations, serving over 180,000 residents. With more than 30 years of experience in IT leadership, development, and administration, he managed the county’s technology budget, oversaw IT projects, and ensured the security and reliability of critical systems. Under his leadership, he spearheaded major initiatives, including multi-state cross-jurisdictional data sharing and cloud migration of legacy systems. He is passionate about leveraging technology to enhance efficiency, performance, and innovation.

Mr. Simmons is married with three children and enjoys camping, hiking, and volunteering at Robbins Hose Fire Company known as the Dover Fire Department.
