 Biographical Information

Gerald L. Rocha Sr., a native of Riverhead, New York, relocated to Dover, Delaware in 1998 through his service in the United States Air Force. During his military career, he served as Program Manager of the distinguished Dover AFB Honor Guard. After 20 years of honorable service, Gerald committed himself to community engagement, focusing on empowering young people to reach their full potential, harness their strengths, and align with their core values. He is the co-founder of the Delaware Youth Leadership Academy, an organization that emphasizes leadership development, public speaking, and citizenship for youth ages 10–18.

Gerald is actively involved in several community initiatives. He is an appointed member of the Delaware Law Enforcement and Community Policing Task Force and serves as Executive Director of the Delaware Parents Association in Dover. He also holds the position of Secretary on the Board of Directors for One Village Alliance in Wilmington and is an advisory board member for the Inner-City Cultural League in Dover. Additionally, he serves on the Advisory Board for the College of Health Professions and Natural Sciences at Wilmington University.

An alumnus of the Leadership Delaware Class of 2012, Gerald is a past president of the Zeta Rho Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. He also serves as a Commissioner on the Governor’s Commission on Community and Volunteer Service and is a dedicated member of the Dover Lions Club. Academically, Gerald holds a Bachelor of Science in Information Resource Management and a Master’s in Organizational Leadership, both from Wilmington University. He is married to his lovely wife, Valerie, and together they have four grown children.
