REGULAR MEETING

                                                                                                            February 14th, 1938

MAYOR & NEWLY ELECTED MEMBERS SWORN IN

            J. Wallace Woodford was sworn in as Mayor for the City of Dover for the year 1938. John P. LeFevre, Thomas V. Keith, Jesse S. Burton and Willard M. Hinkle were sworn in to act as Councilmen for their respective districts for the years 1938-39.

            The regular meeting of the City Council of the City of Dover was held on the 14th day of February, 1938. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Downes, LeFevre, Keith, Burton, Hinkle, Frear and Vane.

MINUTES

            Upon motion of Messrs. Keith and Burton, the reading of the minutes of the last regular meeting was dispensed with.

ORGANIZATIONS

            Upon motion of Messrs. Keith and LeFevre, Joseph O. Willis was appointed to act as City Clerk for the year 1938.

            Upon motion of Messrs. Frear and Vane, Wilbur D. Burton was appointed as Alderman for the City of Dover during 1938.

            Upon motion of Messrs. Hinkle and Frear, C. Burton Sypherd was appointed as Treasurer for the year 1938.

            Upon motion of Messrs. Burton and Downes, Melvin Hopkins was appointed City Solicitor for the year 1938.

            Upon motion of Messrs. LeFevre and Downes, the following Tree Commission was appointed for the ensuing year: Chairman, Willard M. Hinkle; Members, Curtis F. Millman, Harry Vane, Mrs. Alden Richardson and Mrs. H. C. Taylor.

            Upon motion of Messrs. Downes and Burton, the following Building Commission was appointed: L. D. Shank, Grover C. Frear and Curtis F. Millman.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Frear and Hinkle.

 

            Upon motion of Messrs. LeFevre and Downes, the City Solicitor was authorized to change the clause in the deed of the Dover Flour Mills so that HTE owners of the mill property will have use of the water power for an indefinite period. Also, the City Manager was authorized to give a credit to the Dover Flour Mills amounting to the interest on $10,000 from the time the agreement was signed plus the electric bill at that time.

            Upon motion of Messrs. LeFevre and Downes, the City Manager was authorized to extend the electric lines to Kitts Hummock after he receives a petition from twenty (20) property owners at Kitts Hummock, they agreeing to pay a minimum charge of $18.00 per year for electric service.

            The application of the Dover Theatre Company was presented to Council by the City Manager, and the Clerk was instructed to write the Dover Theatre Company advising them that there would be no change in rate until all outstanding bills were paid to date. At that time an application would be considered by Council.

            Upon motion of Messrs. Burton and Hinkle, the City Manager was authorized to advertise all delinquent property taxes.

            Upon motion of Messrs. Downes and Frear, the City Manager was authorized to pave the streets mentioned in his report.

            Upon motion of Messrs. Downes and Burton, the City Manager was authorized to improve the street lighting on the streets mentioned in his report.

FINANCIAL REPORT

            The financial report for the month of January was read by the Clerk and accepted and approved upon motion of Messrs. LeFevre and Burton.

ALDERMAN’S REPORT

            The Alderman’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Burton and LeFevre. A check amounting to $47.00 was turned over to the City Manager with the report of five arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Hinkle and Keith.

ORDINANCE

            An Ordinance Amending Chapter 9, Section 7, of the Ordinances of the City of Dover relating to streets and alleys by prohibiting the parking of vehicles on Minor Street was passed by the vote of Council as follows:

 

                                    Messrs.           Downes, yes;

                                                            Keith, yes;

                                                            Burton, yes;

                                                            Hinkle, yes;

                                                            Vane, yes;

                                                            Frear, yes;

                                                and      LeFevre, yes.

AN ORDINANCE AMENDING CHAPTER 9, SECTION 7, OF THE ORDINANCES OF THE CIT OF DOVER RELATING TO STREETS AND ALLEYS BY PROHIBITING THE PARKING OF VEHICLES ON MINOR STREET

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

            Section 1.        That Section 7, Chapter 9, of the Ordinances of the City of Dover, be and the same are hereby amended by adding at the end of Section7 of Chapter 9 a new paragraph, to be known as paragraph 6 of said section, as follows:

            It shall be unlawful to park any vehicle on any part of Minor Street except for the purpose of loading and unloading. Any vehicle parked on said Minor Street under the provisions hereof for the purpose of loading or unloading shall be so parked as not to interfere with the use of said Minor Street and shall leave at least one traffic lane of said Minor Street clear for the use of traffic.

            Any person or persons convicted of the violation of any of the provisions hereof shall be subject to the same penalties as provided under paragraph 5 of said section 7 of Chapter 9 of the said ordinances of the City of Dover.

DONATION TO BOY SCOUTS

            Upon motion of Messrs. Downes and LeFevre, Council donated $50.00 to the Boy Scouts of America.

COMMITTEES

            Mr. Holcomb of the State Board of Health appeared before Council asking that they adopt the ordinance as prepared by the State Board of health regarding sanitation and sanitary privies. Upon motion of Messrs. LeFevre and Downes, Council advised the City Solicitor to compare this ordinance with our present ordinance and report at the next meeting of Council

            A committee appeared before Council from Lincoln Street and the section west of the railroad asking for an extension of sewers and water mains to take care of that section. Upon motion of Messrs. Downes and LeFevre, the City Solicitor was instructed to prepare a petition for the extension of these sewers and water mains and have them presented at the next Council meeting with as many signatures of property owners as possible. At that time the Council will consider the additional expenditures of running sewers and water mains to that section.
