REGULAR MEETING
March 13th, 1939
The regular meeting of the City Council of the City of Dover was held on the 13th day of march, 1939. The meeting was called to order by Vice-mayor Frear and on roll call the following members answered present: Messrs. Downes, Keith, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.
Upon motion of Messrs. Keith and Hinkle, the City Manager was instructed to notify the property owners on Water Street to connect their properties to the City sewer.
Upon motion of Messrs. Burton and Vane, the City Manager was authorized to remit penalties of the 1935-1936 taxes of the James B. Bice Estate. This tax penalty was taken off due to the fact aht tbills were sent to the wrong party.
FINANCIAL REPORT
The financial report for the month of February was read by the Clerk and accepted and approved upon motion of Messrs. Keith and Hinkle.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of messrs. Burton and Keith.
ALDERMAN’S REPORT
The Alderman’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Vane and Burton. A check amounting to $23.00 was turned over to the City Manager with the report of five arrests.
COMMITTEES
A committee of property owners surrounding the district of Cherry Street west of the railroad appeared before Council and presented a petition against the City opening a new street west from Cherry Street through private property. After some discussion, they were advised that the City had no authority to open a street through private property, and that the only way this street could be opened was by the property owners themselves.
Mr. John W. McFadden appeared before Councilasking their support for the Dover High School Band and offering ten concerts in the spring and fall of this year for any consideration that the Council might feel able to give them toward helping them financially toward a trip to the World’s Fair in New York City. Mr McFadden was advised that this would receive due consideration and the decision reported to him later.
A petition was presented to the City Council by the Puroil Company for the installation of a gasoline pump in the alley between State and Bradford streets located on the property of the Nehi Bottling Company. This petition was supported by the names of property owners in that block. Upon motion of Messrs. Downes and Keith, this permit was granted.
SEWER CONNECTIONS
The Secretary of the City Board of Health was instructed to notify Mrs. Walter Honey and Roy Honey located on Forrest Street to hook up their properties with the City sewer.
