REGULAR MEETING
March 11th, 1940
The regular meeting of the City Council of the City of Dover was held on the 11th day of March, 1940. The meeting was called to order by Vice-Mayor Frear at 7:30 P.M. and on roll call the following members answered present: Messrs. LeFevre, Keith, Burton, Millman, Hinkle and Vane.
MINUTES
Upon motion of Messrs. Burton and Keith, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.
FINANCIAL REPORT
The financial report for the month of February was read by the Clerk and approved upon motion of Messrs. Burton and Millman.
ALDERMAN’S REPORT
The Alderman’s report for the month of February was read by the Clerk and accepted and approved upon motion of Messrs. Burton and Keith. A check amounting to $35.00 was turned over to the City Manager with the report of three arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Millman and Vane.
APPOINTMENT OF ALDERMAN
Upon motion of Messrs. LeFevre and Burton, Mr. Wilbur D. Burton was appointed Alderman for the City of Dover for the ensuing year.
A LETTER
A letter from the Duval Tea House located on South State Street was read by the Clerk asking that a “NO PARKING” sign be placed in front of the Ducal Tea House for the space of two cars. Upon motion of Messrs. LeFevre and Burton, the City Council instructed the City Clerk to write to the Duval Tea House, stating that the Council had considered their request and regret that they cannot grant same in-as-much as all other eating houses within the City would be entitled to the same consideration.
COMMITTEES
Mr. Royal Boyer appeared before Council asking that they remit the taxes on two lots in Lakewood Gardens belonging to his daughter-in-law, stating that his son was killed accidentally and that she was unable to pay these taxes. He was advised that these taxes were on property and could not be remitted. He was advised, however, that the property would not be sold for taxes in less than three years and during that time she would have a chance to bring them up to date.
Mr. William Hurley appeared before Council asking that he be allowed $30.00 on his water bill to reimburse him for a ¾” water main which he ran to his houses on the alley back of duPont Street. Upon motion of Messrs. LeFevre and Vane, Council instructed the City Clerk to deduct this amount from Mr. Hurley’s water bill, provided, however, that Mr. Hurley should not run any more pipes within the City Limits without permission of the City Manager and Council.
ORDINANCE
The following ordinance entitled “AN ORDINANCE TO PREVENT THE UNLAWFUL USE OF ELECTRICAL CURRENT IN THE CITY OF DOVER” was passed by the following vote:

and Millman, yes.
AN ORDINANCE TO PREVENT THE UNLAWFUL USE OF ELECTRICAL CURRENT IN THE CITY OF DOVER
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DOVER:
SECTION 1. That from and after the passing of this ordinance it shall be unlawful for any person or persons, firm or corporation, to use, regulate, adjust, or otherwise tamper with electrical meters or to use jumpers or any other means or method to divert electrical current around the electrical meters used and installed by or for the said City of Dover, for the purpse of ascertaining and computing the use of electrical energy by the consumers thereof.
SECTION 2. No person, firm, association, or corporation shall connect any wires, cables or conductors to any wires, cables, feeders or conductors of any of the electric system through which passes electric energy generated by or on behalf of the City of Dover after the wires, cables or conductors of such person, firm, association or corporation shall have been disconnected by said The City of Dover for any reason without first notifying the City Manager, or his authorized representative, and receiving permission or authority to make and establish such connection.
SECTION 3. It shall be unlawful for any person or persons to aid or assist any other person, firm, association or corporation to make any connections contrary to the provisions of this ordinance of any lines, cables, conductors, meters or of other electrical equipment or appliances.
SECTION 4. It shall be unlawful for any person, firm, association or corporation to receive or use any electric energy or current generated by, or for, or on behalf of the City of Dover without first making application to the City Manager or his authorized representative and obtaining a permit so to do. This section shall be applicable, among others, to persons moving into new locations until the City Manager shall have been duly notified of such change and satisfactory arrangements made for the use of electric energy supplied by or on behalf of the said The City of Dover.
SECTION 5. Any person, firm, association or corporation violating any of the provisions of this ordinance shall be required to pay the value of such electrical energy as shall have been diverted or illegally used, and shall also pay any other expenses incurred by the City in enforcing the provisions of this ordinance, and shall also pay a fine of not more than Fifty ($50.00) Dollars or be imprisoned for not more than thirty (30) days, or both fine and imprisonment, at the discretion of the Alderman.
