REGULAR MEETING
June 9th, 1941
The regular meeting of the City Council of the City of Dover was held on the 9th day of June, 1941. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered “PRESENT”: Messrs. LeFevre, Keith, Millman, Hartnett, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of May was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.
Upon motion of Messrs. LeFevre and Keith, the Mayor and City Manager were authorized to take the matter up with Mr. William Tomlinson regarding securing an additional 20-feet of land for the purpose of widening Pear Street from Clara to May Streets.
FINANCIAL REPORT
The financial report for the month of May was read by the Clerk and approved upon motion of Messrs. Burtona dn Hinkle.
ALDERMAN’S REPORT
The Alderman’s report for the month of May was read by the Clerk and accepted upon motion of Messrs. Keith and Hartnett. A check amounting to $59.00 was turned over tot he City manager with the report of twelve arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Vane.
FOURTH-OF-JULY CELEBRATION
Upon motion of Messrs. Keith and Burton, Council instructed the City Clerk to draw an order on the treasurer for $150.00 to be used by the American Legion for the Fourth-of-July Celebration which will be conducted the same as two previous years.
ANNUAL AUDIT
Upon motion of Messrs. Keith and Burton, the City Council accepted the offer of mach & Company, CPA, to make the City audit for the year ending June 30th, 1941.
TAX DISCOUNT
Upon motion of Messrs. Hinkle and LeFevre, Council voted to accept the check of Townsend Brothers for their 1941 taxes with the discount allowed.
“NO-PARKING” SIGNS
Upon motion of Messrs. LeFevre and Keith, the City Manager was authorized to place “NO-PARKING” signs in front of the offices of Dr. Walter L. Liefield if and when he pays for same.
A LETTER
A letter from the Dover Chamber of Commece was read by the Clerk requesting that the Council check up on the license fees required by a recent ordinance for tourist homes; also, that they pass an ordinance compelling the inspection of tourist homes in Dover. Upon motion of Messrs. Burton and Keith, the City Clerk was instructed to accept this letter.
COMMITTEES
Mr. Thomas E. Baker, Chief of the Robbins Hose Company, appeared before Council asking for permission to use the City lot in back of the Equitable Building for the purpose of holding the Firemen’s Carnival from July 18th to 26th inclusive. Mr. Baker also asked for permission to use the loud-speaking system which the City had purchased from the Baltimore Orioles. Upon motion of Messrs. Keith and Hinkle, the Robbins Hose Company was given permission to use both the lot and the loud-speaking system.
Mr. Frank Collins appeared before Council making a complaint regarding the City issuing permits for the State highway garages and machine shops to be located on the old site of the Dover Lumber & Milling Company. He was informed that this particular location has always been used for a business site and that it was the belief of the Council that the Highway Department would make extensive improvements on this location.
PURCHASE OF PLAYGROUND
Upon motion of Messrs. LeFevre and Vane, Council voted to purchase the Morris property located on the northeast corner of Water Street and Railroad Avenue, a piece of ground containing approximately three acres with all improvements, for the purpose of a playground for City children, the price not to exceed $5,000.00
