SPECIAL MEETING

April 16, 1945

The Special Meeting of the City Council of the City of Dover was held on the 16th day of April, 1945. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Keith, Burton, Hinkle, Carson, and LeFevre.

COMMITTEE

A Committee of property owners residing on Lotus St. appeared before Council requesting that the City build a sewer in order to take care of their properties before they put a hard surface on the street in front of the properties in question.

After some discussion and advice from the City Manager, the Council, upon motion of Messrs. LeFevre and Burton, authorized the City Manager to install a sewer on Lotus Street and to run it into a common septic tank which would be built on Orchard Avenue. This septic tank will take care of all properties from Park Avenue east on Lotus Street.

DATE FOR CONDEMNATION PROCEEDINGS

Upon motion of Messrs. Carson and Burton, City Council set the date of May 14, 1945, which would be the Regular Meeting of the City Council, as a date for the hearing on the condemnation proceedings for the purpose of acquiring properties on Washington Street belonging to George Hill, 4629 Baltimore Ave., Philadelphia, 43, Pa.

DELINQUENT ACCOUNTS

Upon motion of Messrs. Hinkle and Vane, City Council instructed the City Manager that Liens shall be filed immediately against property holders delinquent in 1942 taxes. Letters shall be sent out by City Solicitor Hopkins to property holders delinquent on 1943 and 1944 taxes. Delinquent 1943 taxes shall be discussed before council this summer and Liens shall be filed this fall.

Upon motion of Messrs. Vane and Burton, a list of delinquent capitation taxes shall be turned over to Mr. Knight who is Constable for Kent County, who will collect all possible at 50% commission. Before the tax list is turned over to Mr. Knight, it shall be edited and the names of deceased delinquents or those known to have moved from this vicinity shall be deleted from the list.

Upon motion of Messrs. Carson and Burton, on delinquent electric and water accounts, City Council adopted or reaffirmed the following procedure: if a bill is not paid within 30 days after it is mailed out from the City Hall, the customer shall be notified that failure to pay within the ensuing 30 days will cause his electric or water to be cut off. The inactive electric and water accounts shall be edited and the names of those now deceased or known to be impossible of collection shall be removed from the list. Other delinquents who are known to be still living at the address to which the delinquent account is charged shall be given the same notification as mentioned above and shall be cut off after 30 days if the account is not satisfied. Those on the inactive list known to be living in Dover at other addresses and those at which the delinquent bills were incurred shall be notified by mail of their delinquency and if no payment is made within the prescribed 30 days they will either be sued for the amount or the delinquent accounts shall be placed in hands of a collector.

For the miscellaneous accounts, no set rule can be applied. They should be treated as special cases and a procedure followed according to investigation of these accounts made by the City manager and city clerk.
