SPECIAL MEETING

                                                                                                                        June 12, 1946

A special meeting of Council was called at 2:00 P.M., June 12, by Mayor J. Wallace Woodford. The following members were present: Messrs. Carson, Hinkle, Mikell, Vane and Hartnett. Messrs. Falls and Fisher, representatives of the Federal Public housing Authority and Mr. Dewey Quillen, a member of the Dover Housing Committee, were also present.

Housing

The meeting was called in order that Mr. Falls of the F.P.H.A. could explain to City Council the contract which it will be necessary for the City of Dover to enter into with the U.S. Government in order to secure twenty temporary housing units for veterans and servicemen which have been assigned to Dover. The units assigned are:

            Four buildings with three-family accommodations.

            One “ “ four-family “

            Two “ “ two-family “

Mr. Falls explained the following obligations of the City.

The City must provide site for the seven buildings, which site should face on a street or roadway. If this is not possible, the City should provide a street. The site should be accessible to the following utilities: electricity, water, sewer and gas. Any of these utilities which are not accessible should be provided by the City. (Bottled gas can be used).

Necessary rough grading to make site ready for buildings must be done by the City. There should be drainage away from buildings in all directions.

The City will be expected to furnish all necessary licenses or permits for this installation of units at no cost to the F.P.H.A., and to grant them the right to enter upon the site.

Buildings will be placed on pier foundations. Topographical survey of site and plot layout showing walks, utilities and finished grading will be worked out by a F.P.H.A. representative and the City Engineer. Services of City Engineer for this work and for staking out of buildings must be furnished by City.

After project is completed, the F.P.H.A. should be furnished by the City with a set of final drawings.

When buildings are completed, and ready for occupancy, title to the buildings will be transferred to the City of Dover, with a provision that the City must remove the buildings from the site in panel form within two years after the President of the United States declares the emergency over. However, if it still appears that dire emergency for housing exists in Dover, the City can request an extension of one year. The sole cost of the removal of these buildings will be the City’s responsibility.

The City Hall or an agency appointed by City Council should be responsible for the collection of rents, supervision and up-keep of the buildings. A rental and preference management plan can be worked out with a representative of the F.P.H.A. later on.

What the Government will do:

Furnish the twenty housing unit, erected on pier foundations on the site provided by the City.

Run all utilities from the street to buildings if buildings are placed along street. If buildings are set back from the street any great distance, it will be necessary for the City to extend utilities to the buildings. The F.P.H.A. can reimburse the City up to $50.00 for any utility line run to the site.

Do all finish grading after buildings are erected and provide sidewalks to buildings from street.

Will provide such fixed and moveable items as space heater, ice box, gas range, sink, bathtub or shower, toilet and washstand. If requested, they may furnish some furniture if it is available at the time.

Cost and fees:

A ground rental for providing site can be charged at the rate of $15.00 per unit, or $300.00, per year. This fee is allowed in order to cover expenses such as supervision and maintenance of property, taxes, or any incidental costs for up-keep.

Rental fees will be set after discussion and mutual agreement between a representative of the F.P.H.A. and an authorized agent acting for the City. A plan is usually worked out and based upon local conditions and rentals. Also, eligibility of tenants will be discussed to help the City determine method to follow.

Some City representative designated to collect rents and handle finances of this housing program will deposit rents in some local bank and keep them for one year at a time, at which time the difference between rentals collected and eligible expenses incurred must be turned over to the F.P.H.A. with a complete report.

Resume of Steps to Follow:

When site is located and decided upon, City must execute six (6) copies of contract and six (6) copies of resolution and send to F.P.H.A. They will return two (2) executed copies to the City. They will then be letter request that we furnish evidence of right of title to land to be used as site. After contract is executed, a representative from the F.P.H.A. will come to Dover to help make topographical survey and help to prepare development program. The City then sends to F.P.H.A. six (6) copies of this program, at which time the F.P.H.A. will issue notice to their contractor to bring the buildings to Dover and to erect them.

Upon motion of Mr. Hartnett, seconded by Mr. Hinkle, the Mayor was authorized to sign a resolution with the Federal Public Housing Authority covering twenty housing units for the City of Dover.

Donation to American Legion

Upon motion of Mr. Carson, seconded by Mr. Hinkle, Council voted to appropriate $100.00 to the American Legion for fireworks display.

Raise in salaries for members of police force

Upon motion of Mr. Carson, seconded by Mr. Downes, Mayor Woodford was authorized to increase any officer of the police force up to $3.00 per week as he may desire.
