REGULAR MEETING
January 14, 1952
The regular meeting of City Council was held Monday, January 14, 1952, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Culver, Holpp, Petty, Smith and Wilson.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager for December 1951 was accepted as read.
Report of the Chief of Police for December 1951 was accepted as read.
Report of the City Alderman was accepted as read. A check in the amount of $845.20 was remitted to the City.
HIGHWAY RIGHT OF WAY - BASEBALL PARK
Council authorized the installation that the City would deed to the State Highway Department land at the baseball park requested for a right-of-way, if the State Highway Department would agree to bear the cost of widening Division Street.
PINE STREET STORM SEWER
Council authorized the installation of approximately 190 feet of 8" storm sewer in an alley in the rear of J.B. Carson and Irving Wright property on Pine Street, if the City Soliciotr determines after investigation, that the liability should not be met by George & Lynch, who recently erected a house at State & Pine Streets and graded the lot.
BOARD OF HEALTH
William C. Boyer Jr. was appointed a member of the City Board of Health to fill the unexpired term of W. Charles Boyer, deceased.
PINE STREET ALLEY
D.L. Harris requested the City to deed him its right to a strip pf plotted alley north of the east end of Pine Street, in return for which he would give the City a 20 foot strip of his land for use as an alley. He was advised to first obtain from William Ward, original owner, a quit claim or deed to a strip of land plotted as an alley.
ELECTRIC DISTRIBUTION BOND ISSUE * SUBSTATIONS
Mr. Agner reported that 4-2000 KVA substations have been ordered for the City of Dover. Cost of this equipment is included in the electric distribution program for which a bond issue of $300,000 is authorized. Council approved the order, delivery of which is promised in approximately 61 weeks.
ALBERT C. WOOD CONTRACT
Council directed that Albert C. Wood Associated, Consulting Engineers, be written a letter of appreciation for services donated to the minority group of the Citizens Power Committee. Council directed that, in contracting for their further services, it be determined if they would agree to a per diem charge, with a limitation that their total charge will not exceed the customary percentage of the total cost of contracts on which their services are required.
SEWAGE DISPOSAL PLANT ENGINEERS
Council directed the City Manager to obtain tentative contracts from firms of consulting engineers for work to be done enlarging the sewage disposal plant.
HARMAN PARKING AREA
Mr. Jesse Harman requested Council to grant a parking space for his trucks on South State Street. He further requested Council to grade or repair the street at Division and West Streets.
Fire Marshall Ralph Boyer reported that Mr. Harman, at his bulk plant, had complied to a great extent with fire regulations ans had promised to clean up and fence the area.
YMCA DONATION
Council authorized a donation of $5000 to the Dover Recreation Fund to be paid at the rate of $500 per month for a period of ten months beginning with January 1952. Council also authorized payment tot he Farmers Bank of $6000 by the City of Dover, which sum was borrowed to erect a building at the Recreation Center, and cancellation of a note from the Dover Recreation Fund, or YMCA, for a like sum. Council also directed that the buildings at the Recreation Center on Water Street be repaired by the City.
DELINQUENT TAX NOTICE
Council directed that a notice be sent to all those delinquent in the payment of 1951 taxes, and that such taxes remaining unpaid on March 1, 1951 be turned over to a magistrate for collection.
GASOLINE CONTRACT AWARD
Council awarded to the Pure Oil Company a contract for gasoline to be furnished during the period February 1, 1952 - January 31, 1953 at a price $1.05 per gallon less than the posted tank wagon price. The Texas Company, Atlantic Refining Company, Sinclair Company and Gulf Refining Company submitted bids at the tank wagon price. Harman Oil Company submitted a bid later than the time specified in the invitation which was therefor disallowed. The price quoted was $.6 less than tank wagon price.
CITY MANAGER COMMITTEE
Councilman Book, chairman, and council Holpp, Petty and Smith were appointed a committee to receive applications for the position of City Manager.
COMMITTEE ON HOSPITAL BILLS
Councilmen Book, Holpp, Petty and Smith and City Clerk Neylan were appointed a committee to confer with officers of the Kent General Hospital on their delinquent electric and water bills, with authorization to reach a settlement remitting the debt.
KENT COUNTY MOTOR COMPANY - 1950 TAX
Council authorized refunding the Kent County Motor Company one-half the sum paid by term as 1950 tax on a new showroom, which was not completed in that year.
FIREMEN’S CONVENTION DONATION
Council authorized a donation of $500 to the Robbins Hose Company to help defray the cost of feeding delegates to the Delmarva Firemen’s Convention Mat 13, and 14, 1952.
