SPECIAL MEETING
December 27, 1954
The special meeting of City Council was held Monday, December 27, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty and Smith.
MINUTES
Minutes of the last regular meeting were accepted as read.
PENSION PLAN
An ordinance providing for a pension plan for City employees to supplement social security was submitted to City Council for its consideration and study.
IRVING GARTON
Irving Garton, elected to the State Legislature from Dover in the recent election, appeared before City Council asking information regarding certain plans and needs of the City. He was particularly interested in the proposed storm sewer along Walker Road. He was informed that the State Highway Department had agreed to install pipe to be purchased by the City from its General Fund.
DELINQUENT ACCOUNTS
The City Solicitor was directed to proceed with collection of delinquent taxes and miscellaneous accounts due the City, following a report by Mr. Ward that no response had been received from a number of accounts from whom payment had been requested.
CAPITATION TAX
Capitation Tax is a personal property tax which Council directed should be collected from all residents of the City, regardless of age or other place of residence, unless assessment of such tax is otherwise prohibited by law. Council directed that the names of Irene Hastings and Bessie M. Bishop be retained on the tax roll.
FRAME PARKING
City Manager Ward reported the receipt of several requests of several from residents on The Green. Mr. Ward will check the needs of the Century Club for loading and unloading and determine whether the space could be somehow used together with the Frame request.
TURBINE
Mr. Ward reported that Westinghouse Corporation is anxious to move the completed turbine from its plant. A heated warehouse is required for its storage. S & E McCormick of Wilmington have quoted a price of $35.00 per month for storage of the turbine. The cost of moving the turbine from Philadelphia to Wilmington can not yet be determined. Council directed the City Manager to determine whether Westinghouse could not hold the turbine for a further length of time.
DSEA
The Delaware State Education Association wrote of its intention to purchase the property at 417 S. State Street and asked whether Council would approve converting the house, without basic change, into first and second floor offices, with a custodian apartment above, using all or part of the grounds for parking and eliminating curb parking. Council decided that the plan would be agreeable to them, providing architectural and building requirements of the City are met, and further provided that the project is advertised and is not objected to be residents in the block, as provided by City ordinance.
SWITCHGEAR
Mr. Ward reported that invitations to bid on switchgear for the power plant are prepared and that bids will be opened January 5, 1955.
PAVING SUNSET TERRACE
The City Manager was authorized to write a letter stating that the City of Dover will pave and maintain the street known as Sunset Terrace. FHA approved mortgages on home construction require that streets be paved and maintained.
A.C. WOOD CONTRACT
Council approved a contract with A.C. Wood Associates, Engineering Consultants, for services in connection with the installation of the 5000 KW turbine at the power plant, with payment for services not to exceed $10,000.00.
