REGULAR MEETING
August 8, 1955
The regular meeting of City Council was held Monday, August 8, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the last meeting were accepted as read.
REPORTS
Report of the City Alderman was accepted as read. A check in the amount of $1896.50 was remitted to the City.
Report of Cash Receipts was accepted as read.
Report of the Fire Recorder for June was accepted as read.
Report of the Chief of Police was accepted as read.
Report of the City Manager was accepted as read.
THOMAS SUMMERS
Chief of Police Turner reported the death of Patrolman Thomas Summers from cancer. Council approved payment to his wife of one week’s vacation pay.
STATE HIGHWAY PROJECTS
John Carson, State Highway Department Engineer, outlined to City Council projects in and around Dover which are planned by the State Highway Department. Among them are redesigning intersections on the dual highway at Whiteoak Road, E. Loockerman Street and S. State Street; a traffic circle at the Dover Air Base; a new road and bridge across the St. Jones River near Lebanon; surfacing State Street from North Street to the old Hotel and Loockerman Street from State Street to Legislative Avenue; widening Division Street from State Street to Maple Lane and improving the bridge crossing at the Power Plant, resurfacing Division Street from the bridge to the railroad. Mr. Carson stated that the State Highway Department obtained very low prices for resurfacing State and Loockerman Streets and estimated that under the same contract Dover could resurface Loockerman to Minor, for approximately $3500.
Council directed that the State Highway Department be requested to resurface Loockerman Street from State Street to Governors Avenue and Bradford Street from Loockerman at a cost not to exceed $3500.
DIAMOND STATE DAIRY
The request of the Diamond State Dairy for a building permit to erect a retaining wall and storage shed was tabled.
DELINQUENT TAXES
Council directed that a list of delinquent property taxes be prepared for its meeting of August 22.
KENT GENERAL HOSPITAL
Council directed that the rate for electricity used by Kent General Hospital be $.02 per KWH.
KICHLINE STREET
A letter from Highway Express Inc. asked the intention of the City regarding the developing or closing of Kichline Street because that company purposes to enlarge its terminal facilities on land it owns on both sides of Kichline Street right-of-way. Council decided to offer that company a quit claim deed to the Kichline Street right-of-way in return for a warranty deed to what would be an extension of Queen Street south to Bank Lane.
BLUE PRINT CABINET
Council authorized the City Manager to purchase a fire resistant cabinet for storing blue prints and drawings at a cost not to exceed $600.
NORTHWEST DOVER STREET PROGRAM
Council approved the recommendations of the City Manager for grading and drainage of streets and alleys in northwest Dover section.
Council adjourned at 11:30 P.M.
