SPECIAL MEETING

April 23, 1956

A special meeting of City Council was held Monday, April 23, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.

TAX ASSESSMENTS

Council reconvened as a Board of Revision and Appeal to hear appeals from the general assessment of properties in the City which was posted on March 15.

Appeals from tax assessments were considered individually by Council and unanimously approved as listed below:

On motion of Mr. Tischer, seconded by Mr. Tischer, Council adopted the total assessment presented by the City assessor, as revised, as the assessment for the City of Dover.

Council adjourned as a Board of Revision and Appeal and extended a vote of thanks to City Assessor Thomas E. Baker.

Council then proceeded with its regular business.

TAX RATE

On motion of Mr. Tischer, seconded by Mr. Holpp, Council set the tax rate for the year 1956 at $.90 per $100 of assessed valuation.

CAPITATION TAX

On motion of Mr. Tischer, seconded by Mr. Hayes, Council set the capitation tax at $3.60 per head.

MINUTES

Minutes of the meetings of April 9 and April 16 were accepted as read.

BUDGET REPORT

Council accepted as read the report of expenditures for March 1956, and report of ambulance operation for March, 1956.

HOTEL LOT

Mayor Haman reported to Council that the installation of sidewalks and cleaning up the lot at the former Hotel Richardson site was the result of personal contact with officials of Cities Service Corporation by Mrs. Julia Pettit.

POPPY SALE

On motion of Mr. Petty, seconded by Mr. Zartman, Council authorized the sale of poppies by veterans organizations on May 18 and 19, 1956.

POWER PLANT

Council discussed a trip to the power plant to inspect construction progress to date.

ORDINANCE

By vote of 6 to 2, Councilmen Biddle and Zartman voting ‘No’, Council passed the following ordinance:

AN ORDINANCE AMENDING THE ORDINANCE REGULATING THE KEEPING OF DOGS WITHIN THE CITY OF DOVER.

Be It Ordained By The Council Of The City Of Dover.

Section 1. The ordinance adopted March 21, 1955, entitled “An Ordinance Regulating The Keeping of Dogs Within The City Of Dover, Authorizing the Impounding and Destruction of Dogs, and Providing Penalties for Violations” is amended by striking out Section 6 and inserting in lieu thereof the following:

Section 6. Penalties

            (a) Any owner whose dog is impounded for a violation of this ordinance by such owner may redeem said dog within forty-eight hours by paying to The City of Dover with at the City Hall or at the City Police Station a charge of One Dollar ($1.00) to defray the cost of impounding thereof plus the maintenance charge of fifty cents ($.50) per day.

            (b) Any owner who violated any provision of this ordinance who does not discharge his responsibility therefor by redeeming his dog within forty-eight hours as provided in sub-section (a_ shall be fined as follows:

                        1. For the first offense, $2.00

                        2. For the second offense, $5.00

                        3. For the third and each subsequent offense, $10.00

BUS FRANCHISE

On motion of Mr. Davis, seconded by Mr. Mundy, the bus franchise granted to J. Clements Bowdle April 14, 1952 was revoked.

On motion of Mr. Davis, seconded by Mr. Hayes, a bus franchise was granted to Curtis W. Bprrpe, RD #1, Dover, Delaware. The franchise will be prepared by the City Solicitor.

CITY MANGER REPORT

Report of the City Manager was accepted as read.

STREETS

City Manager Ward reported that he had received a letter from Standard Bithulitic Co. stating that their bid for hot mix surfacing of streets in northwest Dover would be extended to any street surfacing done by the City of Dover in 1956.

Mr. Ward reported on the survey made of City streets and stated his recommendations would be given to members of Council.

WAGES AND HOURS COMMITTEE

Mayor Haman appointed to the Wages and Hours committee Councilmen Tischer, Davis and Hayes and City Manager Ward.

DOVER STREET - KONSCHAK

On motion of Mr. Davis, seconded by Mr. Zartman, Gustav Konschak was granted premission to till City-owned land at Dover Street.

HARDESTY

Charles Hardesty, broker of record for Dover, requested a meeting with Council on May 7. May 7 being Hearing Committee night, this committee will hear Mr. Hardesty.

WATER LINE EXTENSIONS

On motion of mr. Tischer, seconded by Mr. Petty, the policy of Dover toward the extension of water mains where reimbursement of original installation cost is required will be, that the party desiring the extension will bear the cost of the proper size main extension and the cost of the water tap serving his property, bit that the additional reimbursement fee charged will be based on the size of the lateral tap rather than on the size of the main extension.

VOLUNTEER FIREMEN

On motion of Mr. Petty, seconded by Mr. Hayes, Council authorized holding memorial services by the Volunteer Firemen Association at the memorial on the Plaza on Sunday, May 6, 1956.

POLICE TRAINING

On motion of Mr. Mundy, seconded by Mr. Hayes, Council authorized sending a member of the Police Department to a conference at Michigan State College, May 13 thru 18 conducted under auspices of the National Council of Christians and Jews, at a cost not to exceed $125.00.

FIRE SCHOOL

On motion of Mr. Davis, seconded by Mr. Mundy, council authorized sending three members of the Robbins Hose Company to Fire School at a cost of $10.00 per man.

TAX APPEAL COMMITTEE

On motion of Mr. Mundy, seconded by Mr. Holpp, Council authorized paying members who served on the tax appeal hearings at the same rate paid for attendance at meetings of Council, as provided by City Charter.
