SPECIAL MEETING
July 23, 1956
The special meeting of City Council was held Monday, July 23f, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the last regular meeting were accepted as read.
REPORTS
Report of budget expenditures were accepted as read.
Report of Fire Recorder was accepted as read.
CURBS
On motion of Mr. Holpp, seconded by Mr. Petty, Council directed that property owners concerned be billed for curbs at $1.854 per foot, discounted to $1.80 per foot for payment within sixty days.
LIVINGSTON BUILDING PERMIT
Arthur Livingston requested a permit to erect a house in the rear of his present residence on his lot Pine Street. Residents in the area petitioned Council to deny the request claiming that a structure erected on an alley would not conform to other structures in the area and would lower the value of their property. Council denied the request of Mr. Livingston, on motion of Mr. Holpp, seconded by Mr. Petty.
SEWER REPORT
Mr. George Fieldhouse, of the firm of Albright & Friel, gave Council his preliminary report and recommendations for sewer requirements in Dover. He did not recommend the construction of a parallel interceptor on the St. Jones River and advised that the present installation was of adequate size, if storm water was diverted from the sanitary sewer system. Council discussed the matter fully, and approved a program which would eventually result in separation of the two systems. Mr. Fieldhouse then discussed the southwest Dover area and recommended the installation of a pumping station rather than gravity trunks or interceptors, giving a preliminary estimate of $80,000 for the pumping system, against $135,000, plus, for the gravity system. Cost of the laterals, or the complete sewer plan, were not included in the estimate. Council discussed previous plans for the area, and the possible location of a pumping station. Two sites were suggested, one at the intersection of Governors Avenue and Wyoming, the other in a low area south of Wyoming Avenue. Albright and Friel will plot complete plans for the area, giving alternate estimates on a pumping station to be located at Governors Avenue and Wyoming, and a gravity system, plus such laterals or extensions as the City will require at this time. The urgency of the program was stressed and Albright and Friel were asked to make all haste. Mr. Fieldhouse briefly discussed the sewer plan for Northwest Dover where a pumping station will be required near Walker Road and Pear Streets. The higher costs of a southwest Dover gravity system is because of the depth of sewer which would be required.
CITY ORDINANCES
City Solicitor Hughes reported on his study of recodifying City ordinances. He recommended complete revision to conform with a model code with indexing and division of the code into sections or titles similar to the State Code. He recommended that a committee be appointed to work with him and stated it would take five or six months to complete the project. He estimated $1000 or $1200 would cover expenses exclusive of printing costs.
ORDINANCE
Council considered an ordinance to prohibit parking on King’s Highway, to the southerly line of Maple Parkway. On motion of Mr. Holpp, seconded by Mr. Hayes, Council directed that the ordinance be amended to read the “northerly” line.
On motion of Mr. Petty, seconded by Mr. Biddle, Council by unanimous vote adopted the following ordinance:
AN ORDINANCE PROHIBITING PARKING ON CERTAIN PORTIONS OF KING’S HIGHWAY IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover:
Section 1. No person shall park any vehicle in The City of Dover on either side of King’s Highway between the bridge over St. Jones’ River and the northerly line of a private lane known as Maple Parkway.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars or, upon failure to pay such fine as shall be imposed, shall be imprisoned for not more than ten days.

ORDINANCE
On motion of Mr. Davis, seconded by Mr. Tischer, Council by unanimous vote adopted the following ordinance.
AN ORDINANCE AMENDING THE ORDINANCE PROHIBITING MINORS IN PLACES WHERE ALCOHOLIC LIQUORS ARE KEPT OR SOLD WITH RESPECT TO THE PURPOSE OF SAID ORDINANCE
Be It Ordained By The Council Of The City Of Dover:
Section 1. The ordinance adopted in July 1943, entitled “An Ordinance Prohibiting Liquors, Spirits, Wine or Beer are Kept or Sold”, is hereby amended by striking out Section 6 and inserting in lieu thereof the following:
Section 6. This ordinance is declared to be a permanent measure for the protection of the youth of The City of Dover, for the prevention of immorality and juvenile delinquency, and for the control of infectious and contagious diseases and nuisances affecting the City. The provisions hereof shall extend to and be effective at all points within The City of Dover and outside the said City within one mile of the limits thereof.

ROE WATER
Council considered the request of Mrs. Roe for extension of water to her property north of Roosevelt Avenue on the west side of the dual highway. The nearest available water comes thru privately owned lined from whom Mrs. Roe must obtain permission to extend, with the concurrence of the City.
WATER STREET
Mr. Ward reported he had received only verbal acknowledgment from Mr. Bradford of the City’s offer of up to $1000 for a piece of land required for right-of-way on Water Street east of State Street. Council directed that condemnation proceedings proceed as previously ordered, provided it is determined that the State will carry out its plan to curb and pave the strip with sidewalk.
ELECTRIC REBATE
The utility committee reported on its study of a request by Rev. Paul Kellogg for a rebate because of being on the incorrect electric rate. The committee recommended that rebate of overcharge up to three months be given Rev. Kellogg and Mr. Maurice Bower. On motion of Mr. Davis, seconded by Mr. Tischer, Council directed that three months rebate of overcharge be made.
ARMY RESERVE CENTER
A letter from the Dover Army Reserve Center asked the comments of the Mayor and Council on the location of a proposed structure for an Army Reserve Center. The site mentioned is the Satterfield Estate between New and Queen Streets, north of Mary Street. As the location is a residential section, Council directed that the proposal be advertised for hearing at the next meeting of Council.
DOVER CENTURY CLUB TAXES
The Dover Century Club asked Council to grant it relief from property taxes because it is a non-profit organization. On motion of Mr. Petty, seconded by Mr. Tischer, the request was tabled for study and the City Assessor was requested to prepare a list of similar organizations owning property within the City.
POLICE SALARIES
On motion of Mr. Hayes, seconded by Mr. Davis, Council granted salary increases to the Police Department as follows, Chief, $115, per week, Lieutenant - $90.00; Sergeants - $83.00; Patrolmen from $61.00 to $77.00; Clerks - $55.00. Mr. Zartman voted No.
