SPECIAL MEETING
March 25, 1957
The special meeting of City Council was held Monday, March 25, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Carroll, Davis, Hayes, Holpp, Mundy, Petty, Tischer, Turner and Zartman.
MINUTES
Minutes of the regular meeting of Council were accepted as read.
REPORTS
Budget report of February was accepted as read.
Ambulance report for February was accepted as read.
REFERENDUM
Referendum election was held Saturday, March 16, 1957 on the question of annexation of Morris Estates #1 and #2 and the north side of Roosevelt Avenue to the City of Dover. The Election Officials of Kent County certified the result of the election to City Council as follows: For Inclusion, 1988 votes; Against Inclusion, 2981 votes. Council accepted the certification of the election officials.
POWER PLANT DEDICATION
The committee of Council appointed for the purpose reported its recommendations for a program of dedication of the power plant, setting the date as May 11, 1957. Council approved its recommendations. On motion of Mr. Holpp, seconded by Mr. Davis, Council authorized granting the concession for refreshments t some civic organization.
UTILITY COMMITTEE
The Utility Committee reported on a request by Richardson & Robbins to drill a well replacing the present well at their plant site. On motion of Mr. Hayes, seconded by Mr. Davis, the request was approved.
The Committee reported on negotiations with International Latex Corporation for supply of power to its new plant on the railroad and the request of Latex for immediate supply of power to test its new installations. Delaware Power & Light has energized the new line to Latex. Power will be supplied under the terms of our old contract until April 1, when the new contract with DP&L will be effective. Latex will be billed by Dover according to rates of a recently negotiated contract.
Council discussed the policy regarding installation of water lines and water meters and referred the matter to the Utility Committee. Council agreed that water should be disconnected for nonpayment and left the matter of service charges for further study.
LOADING ZONE
The Water Pollution Commission requested that a loading and unloading zone be designated in front of the Arden Building on North Street which it will occupy. The request was referred to the Chief of Police.
TAXES
The request of the Century Club and Grange for abatement of City property taxes was tabled until the meeting of April 8.
EQUIPMENT
City Manager Ward reported he had received prices on a combination air compressor, front end loader and back hoe as follows: Leroi, $7290; Shramm, $11,109. The Shramm is a more desirable piece of equipment of heavier construction. On motion of Mr. Holpp, seconded by Mr. Davis, purchase of the Shramm was approved. Suitable terms of payment will be arranged.
TORBERT GASOLINE TANK
The request of William C. Torbert Jr. for installation of gasoline tank and pump on the rear of his property at Bradford and Reed Streets did not meet the approval of Building Inspector. On motion of Mr. Tischer, seconded by Mr. Davis, the request was denied.
KEITH HOUSING
The Building Inspector and City Manager presented to City Council plans for a six unit housing structure to be erected at Fulton and Kirkwood Streets by Ernest Keith. Council concurred in their recommendations that fire walls should separate the units and separate sewer and water laterals be required for each unit.
ALLEY
Council discussed closing an alley west of the railroad and north of Division Street on which Layton & Company have a structure situated and on which Mr. Dean wishes to erect a structure. The matter was tabled pending settlement of the problem of another entrance to the area.
WATER & SEWER HARTLY ROAD
The Atlantic Refining Company is considering the erection of a service station of the Roe property on the northwest corner of the Hartly and Salisbury Roads, outside the City limits. They request the extension of City sewer and water facilities. On motion of Mr. Mundy, seconded by Mr. Zartman, Council authorized extension of City sewer and water according to City specifications and at the expense of the Atlantic Refining Company.
ORDINANCE
On motion of Mr. Tischer, seconded by Mr. Hayes, Council by unanimous vote passed the following ordinance:
AN ORDINANCE PROHIBITING PARKING ON CERTAIN PORTIONS OF NORTH STREET AND PROVIDING PENALTIES.
Be It Ordained By The Council Of The City Of Dover:
Section 1. No person shall park any vehicle on either side of North Street between Governors Avenue and New Street.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars or, upon failure to pay such fine as shall be imposed, imprisoned for not more than ten (10) days.

AN ORDINANCE PROHIBITING PARKING ON CERTAIN PORTIONS OF NORTH STREET AND PROVIDING PENALTIES.
On motion of Mr. Hayes, seconded by Mr. Mundy, Council by unanimous vote passed the following ordinance:
Be It Ordained By The Council Of The City Of Dover:
Section 1. (a) No person shall park any vehicle along the most easterly curb of The Green from its intersection with the southerly curb of Court Street to the catch basin installed in the gutter beside said curb approximately 8 feet south of the aforesaid intersection.
(b) No person shall park any vehicle along the southerly side of Court Street from its intersection with the eastern most line of The Green to a point approximately 20 feet east of said intersection opposite the northwest corner of the original State Housing Building.
©) No person shall park any vehicle along the northerly side of Court Street in a space approximately 10 feet in width opposite the central portion of the sidewalk running along the eastern side of The Green in front of the State House.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars or, upon failure to pay such fine as shall be imposed, imprisoned for not more than ten (10) days.

FIRE COMMITTEE
The Committee on Fire Department problems presented to City Council for its consideration an ordinance to prevent and eliminate fire hazards in multiple dwellings and places of public gathering. Following discussion the ordinance was tabled for further consideration.
OLD DOVER DAY
Members of City Council and their wives were invited to be present Sunday afternoon May 5 at the old State House on The Green to greet visitors to Old Dover Days. The Clerk will inform Mrs. Clara Farrow of those members who will be present.
