REGULAR MEETING
March 27, 1961
The regular meeting of City Council was held Monday, March 13, 1961 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Thompson, Turner and Zartman.
The invocation was said by Mr. Leon Hynson, pastor of 1st Pilgrim Church.
MINUTES
Minutes of the meeting of March 13, 1961 were accepted as read and bore the written approval of Mayor Haman.
NEW POWER PLANT
City Manager Ward reported that Harvey Colgin, Project Enigineer in the new power plant would be leaving for India in a few days and would be gone two weeks or more. Lester Scharnberg reported on construction progress at the plant. Harvey Colgin reported in bids that have been received which indicated that prices of $332,500 on the structure and $406,248 on the electrical work were lower than estimates costs by approximately $100,000. Piping bids were still being negotiated. Bids have yet to be taken on insulation, painting and wells.
SEWAGE PLANT
City Manager Ward reported he had visited Albright & Friel and discussed requirements for the Federal grant for the sewage plant addition and submission of a study of sewer rent charges.
BRIDGE LIGHTING
Lester Scharnberg reported that prints of the lighting circuits on Silver Lake bridge and been located and a survey was underway to determine repairs needed and the cost thereof. Mr. Ward reported that a meeting between the City and Highway Department would be held to determine who should bear the cost of repairs under the terms of an existing agreement.
NEW YORK SUPPLEMENT
Dover had been approached on bearing part of the cost of participating in advertising in a New York Times supplement featuring the State of Delaware. Minimum cost, or 180 lines, is $1000. The Dover Chamber of Commerce has received pledges from merchants totaling $785. On motion of Mr. Thompson, seconded by Mr. Carroll, Council authorized the expenditure of $215.0 for the purpose. Councilmen Hayes, Holpp and Zartman voted ‘No’.
ELM SPRAY
The Friends of Old Dover requested that the City participate in a program to control Dutch Elm disease by paying the cost of spraying City controlled trees subject to the disease, approximately 12. Estimated cost if $180.00. On motion of Mr. Carroll, seconded by Mr. Thompson, Council authorized spraying the trees but directed that bids be obtained on the work.
MASTER PLAN BROCHURE
Councilman Turner presented to Council the recommendation of the Planning Commission that brochures be printed for the purpose of presenting to the public in condensed form the details of the proposed development plan. Raymond & May quoted a price of $4200 for preparation and printing of 5000 brochures. They also recommended mimeographing additional copies of a proposed zoning ordinance at a price of $600. Council asked whether a price was obtained on of the brochure only so that local prices could be obtained on the printing. Mr. Turner though that such a price was available though he did not have it at the time. Council discussed the provisions of State and City laws relating to planning, zoning, housing, building, etc. City Solicitor Buckson thought that a synopsis of the carious laws and regulations adopted by a proposed to Council would provide Councilmen with a clearer understanding of the results of their actions. On motion of Mr. Carroll, seconded by Mr. Thompson, The City Solicitor was directed to prepare such a synopsis, with the assistance of other City officials.
DIAMOND STATE DAIRY
The Diamond State Dairy requested permission to erect facilities for drive-in dairy service. The Building Inspector denied the permit because the carport to be erected would extend beyond the building line in the block, which in any event is a residential section. On motion of Mr. Hayes, seconded by Mr. Thompson, the request was denied.
DOVER TRAINABLE SCHOOL
The Building Inspector reported that deficiencies in the building used by the School for Retarded Children on Cecil Street had been corrected.
DENNIS CURB DEPRESSION
Dr. Edward Dennis requested a curb depression at his residence on S. Queen Street. The Building Inspector and Police Chief saw no objection. On motion of Mr. Turner, seconded by Mr. Hayes, the request was approved.
HARTNETT FENCE
The Building Inspector reported he had contacted M. A. Hartnett Inc. about completing erection of a fence around their lumber yard as required by the Fire Prevention ordinance. He reported that the fence was on hand and that Hartnett was willing to erect it but that the question of the property line had not been settled in a condemnation suit pending with the State Highway Department. The Highway Department informed Hartnett that any fence erected would be relocated at Hartnett’s expense, if relocation was found necessary. Council concluded that its concern was enforcement of the Fire Prevention ordinance. On motion of Mr. Thompson, seconded by Mr. Hayes, Council directed the Building Inspector and Fire Marshal to require Hartnett to comply with the provisions of the Fire Prevention ordinance.
GAS TANK
A. Stan Moss and James Evans of the Serve-U Landscaping Company requested permission to install a 250 gallons skid-type gasoline tank in the rear of 26 N. Governors Avenue. The Fire Marshal reported he had denied the request. On motion of Mr. Hayes, seconded by Mr. Thompson, Council denied the request.
HOUSING AUTHORITY
Myron U. Lamb reported to Council that a representative of the Federal Housing Authority would be present at its next meeting to explain an agreement to be completed with the City concerning furnishing utilities for any housing erected and provisions for payments to the City in lieu of taxes.
CITY SOLICITOR
City Solicitor Buckson presented to Council three typewritten copies of the up-dated City Charter for examination and comment prior to publication. Councilmen Carroll, Hayes & Holpp now have the copies.
The City will furnish Solicitor Buckson with a list of electrical items purchased from firms recently convicted of collusion in price fixing. From the list he will determine whether the City has grounds for action to recover damages.
