REGULAR MEETING

January 10, 1966

The Regular Meeting of City Council was held Monday, January 10, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hayes, Holpp, Hughes, Massey, Smith and Walls.

The invocation was said by the Rev. Leonard Taylor.

MINUTES

Minutes of the meeting of December 27, 1965 were accepted and bore the written approval of Mayor Carroll.

REPORTS

Report of the Chief of Police was accepted.

Report of Alderman Cavanaugh was accepted. Checks in the amounts of $190.00, $207.00 and $976.00 were remitted to the City. Report of Magistrate Knotts was accepted. A check in the amount of $1213.70 was remitted to the City.

Report of the Fire Marshal and Building Inspector was accepted.

Report of Cash Receipts, General Fund, was accepted.

General Fund Budget Report was accepted.

Cash Report, Electric Revenue Fund was accepted.

Cash Report, Electric Improvement Fund, was accepted.

Report of the City Manager was accepted.

SAFETY COMMITTEE

Councilman Walls submitted to Council a written report of a meeting of the Safety Advisory Committee held January 3, 1966. The report was accepted.

PARKS COMMITTEE

Councilman Walls submitted to Council a written report of a meeting of the Parks, Playgrounds and Tree Committee held January 3, 1966. The report was accepted.

DREDGE POND

An estimate of $40,000 has been received from Breakwater Dredging Co. of Lewes for the dredging of the pond near the Treadway. A Pennsylvania firm offered to make a survey of the pond for $250 to determine the amount of dredging required and the estimated cost thereof. On motion of Mr. Walls, seconded by Mr. Massey, Council authorized the expenditure of $250 for the survey.

UTILITY COMMITTEE

Councilman Holpp submitted to a written report of a meeting of the Utility Committee held January 3, 1966. The report was accepted.

ELECTION

On motion of Mr. Walls, seconded by Mr. Massey, Council appointed Alderman Cavanaugh and Councilmen Biggs, Harris, Holpp and Smith as the election board to conduct the municipal election on Monday, January 17, 1966, between the hours of 1 and 7 P.M.

On motion of Mr. Hayes, seconded by Mr. Walls, Council authorized the use of voting machines, the printing of sample ballots and the hiring of election clerks for the municipal election.

BOLAN SEWER AND WATER

Bolan Motors Inc. requested that the City extend sewer and water to their proposed site of a new building on the east side of U.S. #13 south of Roosevelt Avenue. The City Engineer will supply Council with proposed plans for the sewer and water at its next regular meeting.

LIAISON

A letter from the Robbins Hose Company notified Council that Jack T. Roe had been named by that Company asits liaison man with City Council.

GOVERNORS SAFETY COMMITTEE

A letter from the Governor’s Safety Committee invited members of City Council and the City staff to a meeting to be held at the State Highway Department Sign Shop on Tuesday, January 11, 1966 at 8 P.M. to discuss a program of possible installation of uniform traffic control devices.

SHIPPLEY ROAD TAXES

A letter from William S. Hudson, attorney for Shippley Road Construction Co., requested Council to refund to that company property taxes of $680.58 paid in 1964 and $600.70 paid in 1965 on land which had never been subdivided and was in use as farm land, and so exempt from taxation under the City Charter. On motion of Mr. Smith, seconded by Mr. Massey, Council authorized refund of the taxes paid on the farm land.

PARK AREA

Members of the Dover Century Club, with Mrs. Tracy as spokesman, appeared before City Council to request that the area between Loockerman and Division Streets immediately east of the St. Jones River be converted into park land. They exhibited sketches of the proposed park and stated that Mrs. William Richardson had donated between $5000 and $6000 to be used in building the park as a memorial to her husband and father-in-law. They proposed the construction of a band stand, walks, park benches, a play area equipped for children and the planting of trees and flowers. They desired completion before Old Dover Days in May and asked Council to approve the project, accept the money and proceed immediately with the work. They were informed that the City was considering dredging the lake, that a survey was to be made and an estimate of cost to be received. The Council also desired more information on whether the area should be further filled and raised to avoid flooding, and an expression of opinion from the nearby residents of the construction of a park in that area. The information should be available by the next meeting of Council and the ladies stated they would return.

THE GREEN PARKING

The ladies of the Century Club asked Council to prohibit parking on the west side of The Green on the 1st and 3rd Wednesdays of each month to all but members of their Club. Council could not approve the request which would for bid parking to residents and to customers of businesses located on The Green.
