Dover, Delaware January 3rd 1921

The regular meeting of Council held at 7:30 P.M. with the following members present, Magee, Caulk, L.J. Hayes, John C. Hopkins, Forkum, Keith, total 7.

It was moved and carried that the Clerk draw the necessary orders for the payment of Salaries due the Treasurer and Solicitor for $200, and $100, respectively, same for the year 1920.

The Finance Committee reported that the books of the Superintendent had been balanced and signed up.

Sewer Comm.

Mr. Hopkins reported that the Sewer had been expended to the Radish property.

Light extension

It was moved and carried that the Light lines be extended to William Street and to Governors Avenue from N. Bradford Street.

Judges of Election

The President appointed Messrs. Hopkins and Keith together with Alderman Wood to hold the annual election on Monday Jan. 10th, 1921 at the hour prescribed by law.

Vacancy in Council

The President announced a vacancy in Council by reason of Councilman J.C. Hayes moving his residence to South Bradford Street from the 4th ward.

Mr. Keith nominated Mr. Thomas F. Clark and there being no further nominations Mr. Clark was elected to fill the unexpired term of Mr. Hayes by vote of council.

Mr. Clark was present and was sworn in by the President, who made the announcement that Mr. Clark would act on the same committees formerly held by his predecessor Mr. Hayes.

Adjournment

It was moved and carried that Council when adjourned, adjourn to meet at 7:30 P.M. Tuesday night Jan. 4th, 1921.

The Aldermans report for December showed 9 arrests and fines collected amounting to $26.00, and on motion of Messrs. Keith and Hopkins same was approved.

These hydrants have all been fitted with one coupling by the chief engr., and sent bu the Ahern Fox Fire Engine Co., by the hose co.

All machinery at the plant is in good condition except the old Holly pumps which are not reliable and are too small to do the work. Would advise said pumps to be taken out and replaced by a larger standard made pumps.

Would advise a new 150 horse power boiler of good make to be installed at the plant, and no. 2 and No. 3 boilers reset to get proper wall under them and a new smoke stack under them of proper size be built. A new draft pipe proper size across all four boilers and enter into both smoke stacks, this will overcome all steam trouble at the plant at present.

Would advise well #2, be concreted, bottom cleaned out and put in service. This will afford a large amount of water and would be an ease on the pumps.

Would advise two street lights to be installed on N. Bradford Street north of Clara to William Street.
