SPECIAL MEETING

September 16th, 1921.

Council met at 7:30 P.M. with the following members present: Messrs. Caulk, Hopkins, Hancock, Keith, Bice, Clark, Burton, and Mr. Magee.

Object of Meeting: Proper Installation of Oil and Gas Tanks.

Election of Constables For Town: for the protection of the Priscilla, after several attempts have been made to break into said building by unknown parties, Messrs. Hancock and Caulk moved that Mr. Alexander Scott Forbes be nominated as a Town Constable. He was then elected by Council and sworn in as such. by the President, Mr. Magee.

Messrs. Hopkins and Caulk placed Mr. Herman C. Taylor in nomination for a Town Constable, elected and sworn in by the President of Town Council, Mr. Magee.

Election of Collector of Dog Taxes: On motion of Messrs. Hopkins and Caulk, Mr. Henry K. Wheatley was elected collector of Dog taxes for another year, and the purchase of Dog tags referred to the Police Committee with full power to act.

On motion of Messrs. Caulk and Burton the bricking in of the new boilers was left to the Water and Light Committee with full power to act.

On motion of Messrs. Clark and Burton, Mr. Earl W. Humphreys was employed to assist A. L. Kichline in reading the Town meter at $.60 per hour.

On motion of Messrs. Keith and Caulk the action of the Mayor in refusing the two (2) requests for circuses to show in Dover was upheld.

Gasoline Permits: Atlantic Refining Company to change Geo. Burton property on Loockerman Street.

Atlantic Refining Co., to change A. C. Hopkins Prop. on Gov. Ave.

On motion of Messrs. Hopkins and Bice, resolutions were adopted as read by the Solicitors.

Atlantic Ref. Co., one pump and one tank, Fooks Auto Co., on Loockerman Street.

     “ “ “ two pumps and one tank, Stewart Co., Loockerman St.

     “ “            “ one “ “ “ “ Dover Motor Service Co. Lockerman St.

On motion of Messrs. Keith and Burton, the request of Stewart Co., for two pumps be ignored and one pump granted. The Solicitor to be instructed to draw up the resolution accordingly.

On motion of Messrs. Hopkins and Caulk, Council voted to grant the request of the Fooks Auto Company.

On motion of Messrs. Burton and Keith, Council voted to grant the request of the Dover Motor Service Company.

On motion of Messrs. Hopkins and Caulk, the request of Mr. Jno. C. Hayes to be permitted to install one tank on the East side of New Street was granted.

Violations of Auto-Traffic Regulations: Mr. Keith was directed by Council to see that the officers break up the continued violations of traffic regulations by automobiles and to hire an additional man to assist if necessary.

Paving in Front of Roscoe Property: Question of: The question of the paving in front of the Roscoe property was left tot he Street Committee and Mr. Hopkins for adjustment on motion of Messrs. Caulk and Hopkins.

Adjournment: On motion of Messrs. Hancock and Hopkins Council voted to adjourn.
