Dover, Del. February 4th, 1924.
The Town Council met in regular session at 7:30 P. M. with the following holdover members present: Messrs. Clements & Hancock.
ORGANIZATION: Mr. Clements acting as temporary chairman called for the Certificates of Election held on the 14th day of January 1924 the same was read as follows:

At an election held in the Levy Court Room in the Town of Dover, on Monday, the 14th day of January, A. d. One thousand nine hundred and twenty four, being the Second Monday of the said month, for the purpose of electing a President of Council, four Members of Council, and an Assessor, for the said Town of Dover, in the manner prescribed by the Charter of the said Town, the following named persons were elected, viz:
John C. Hopkins President of Council
John P. LeFevre Member of Council for the First District;
Thomas v. Keith Member of Council for the Second District;
Jesse S. Burton Member of Council for the Third District;
Thomas F. Clark Member of Council for the Fourth District;
And
Ollie C. Hayes Assessor for the Town;
The said persons having each received the greatest number of voted for the respective offices.
In Witness Whereof we, the undersigned Edwin F. Wood, Alderman of the said Town, Walter A. Green, Citizen, and William D. Clements, Members of the Town Council of said Town appointed to hold said election, have each hereunto set our hands this Fourteenth day of January A. D. 1924.

On motion of Mr. Hancock the Certificates of Election were approved and ordered spread upon the Minutes of Council.
OATH OF OFFICE:
Mr. John C. Hopkins was then sworn in as Mayor of the Town and President of Council for the current year by Alderman Wood, and the President of Council then proceeded to swear in Messrs. Keith, Burton, LeFevre and Clark as Councilmen.
ROLL CALL:
The following members answered roll call: Messrs. Hopkins, Burton, LeFevre, Clements, Keith, Clark and Hancock.
OATH OF ASSESSOR:
Assessor Elect Ollie C. Hayes was sworn in by President Hopkins.
READING OF MINUTES:
The minutes of the last regular meeting of January 7th were read by the Clerk and approved by Council.
CLERK ELECTED AND SALARY FIXED:
Upon motion of Messrs. Burton and Hancock W.A. Green was placed in nomination for Clerk. Nominations closed on motion of Messrs. Burton and Hancock, whereupon W.A. Green was unanimously elected and immediately sworn in by the President.
Upon motion of Messrs. Burton and Hancock, the Clerk’s salary was fixed at $300.00, preparing tax duplicate $100.00.
TREASURER ELECTED AND SALARY FIXED:
Upon motion of Messrs. LeFevre and Burton the Treasurer’s salary was fixed at $200.00.
Messrs. Keith and Burton placed Mr. W.S. Haman’s name in nomination, whereupon nominations were closed on motion of Messrs. LeFevre and Burton, and Mr. Haman unanimously elected and immediately sworn in by the President.
ELECTION OF ALDERMAN:
Messrs. Clements and LeFevre nominated Mr. E.F. Wood. Nominations were closed on motion of Messrs. Hancock and Burton. Mr. Wood was unanimously elected, and sworn in by President Hopkins.
CHIEF ENGINEER ELECTED AND SALARY FIXED:
Council, acting upon motion of Messrs. LeFevre and Burton, fixed the salary of the Chief Engineer at $27.00 per week. Mr. A.L. Kichline was nominated by Messrs. LeFevre and Hancock, whereupon nominations were closed on motion of Messrs. of Hancock and Burton. Mr. Kichline was unanimously elected and sworn in by President Hopkins.
ASSISTANT ENGINEERS- -ELECTED AND SALARIES FIXED:
After some discussion it was decided that the Assistant Engineers should be classed as 1st, 2nd, and 3rd Assistant Engineers. Upon motion of Messrs. Keith and Burton fixed the salary of the 1st Assistant Engineer at $25.00 per week. Messrs. LeFevre and Hancock nominated Wm. Hurley for 1st Assistant Engineer, and Mr. Hurley was unanimously elected. Upon motion of Messrs. LeFevre and Keith Council fixed salaries of 2nd and 3rd Assistant Engineers at $23.00 per week. Upon motion of Messrs. LeFevre and Hancock the names of O.P. Moore and Geo. Morrow were unanimously elected as 2nd and 3rd Assistant Engineers, respectively.
It was further decided that Wm. Hurley, 1st Assistant, would have the working shift from 2 P.M. to 10 P.M.; O.P. Moore, 2nd Assistant, from 10 P.M. to 6 A.M.; and Geo. Morrow, 3rd Assistant, from 6 A.M. to 2 P.M.
FIREMEN- -ELECTED AND SALARIES FIXED:
Upon motion of Messrs. LeFevre and Hancock Earl Pleasanton was nominated as First Fireman, at a salary of $23.00 per week. Erdle and Fraze were elected as second and third firemen at a salary of $22.00 per week.
ELECTION OF LIGHT AND WATER COMMITTEE:
Upon motion of Messrs. Keith and Burton, Messrs. LeFevre, Clark and Downs were nominated for the Light and Water Committee. There being no other nominations, these were unanimously elected. Owing to the absence of Councilman Downs, the Committee did not organize.
ALDERMAN’S REPORT:
The Alderman’s report for the month of January 1924 showed nine arrests and fines collected amounted to $43.95, check for same being turned over to the Treasurer. Upon motion of Messrs. Burton and Keith the report was accepted and ordered entered in the minutes and filed.
ENGINEER’S REPORT:
The following report of the Chief Engineer was received, read by the Clerk and, upon motion of Messrs. Burton and Keith, ordered filed and entered in the minutes:

Upon motion of Messrs. Clements and Clark the above report was approved as read, and ordered entered in the minutes and filed.
FINANCE COMMITTEE: No report.
STREET COMMITTEE:
Upon motion of Messrs. LeFevre and Burton the request of Mrs. Ella C. Abbott and W. Preston Abbott, for permission to install a gasoline pump and tank on Loockerman Street in front of the property belonging to Mrs. Jennie Boone, was granted provided the Town Ordinances were complied with.
After some discussion concerning the purchase of trucks by Council for purpose of hauling coal and garbage, this matter was <laid on the table until> next meeting. (Hand Written Note: “to be investigated by L & W and St. Com’s and report at.”)
Traffic Ordinance. The following ordinance was adopted on motion of Messrs. Keith and Clements.
AN ORDINANCE RELATIVE TO TRAFFIC ON THE STREETS OF DOVER:
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF DOVER IS REGULAR SESSION MET THIS FOURTH DAY OF FEBRUARY, A.D. 1924, AS FOLLOWS:
SECTION 1. That it shall be unlawful for any person to park an automobile , carriage, cart, wagon or any other vehicle in those parts of The Town of Dover hereinafter particularly described:
On the South side of North Street, between State Street and Governors Avenue; on the West side of State Street, from the North line or residence of Dr. Joseph S. McDaniels to the Northwest corner of State and North Streets; in front of the residence of Dr. Edwin S. Anderson, on the West side of State Street; in front of the Temple Theatre; within twenty feet of any fire plug; on the East side of Governors Avenue and on the South side of Reed Street, within sixty-five feet of the Southeast corner of said Governors Avenue and Reed Street; provided, however, that Dr. Edwin S. Anderson and Dr. Joseph S. McDaniel shall have the privilege of parking their own automobiles in front of their respective residences.
Any person violating any of the provisions of this Ordinance shall be deemed guilty of a nuisance and upon conviction thereof before the Alderman of The Town of Dover, shall forfeit and pay a fine not exceeding Ten Dollars ($10) and in default of payment of said fine, shall be imprisoned for a term not exceeding ten days.

Upon motion of Messrs. Hancock and Clements Council instructed Clerk to send notices to following persons:

Fire Protection for Dover Colored School:
Upon motion of Messrs. LeFevre and Clark the following resolution was unanimously adopted by Council:
WHEREAS it is desirable to secure as low an insurance rate as possible upon the new Dover Colored School building situated a short distance west of the town limits of Dover, and
WHEREAS the Underwriters Association has agreed to class this property as under fire protection even though it is situated slightly outside the town limits provided the Town Council of Dover and the Robbins Hose Company will each pass resolutions agreeing to give this building the same protection in case of fire as all other structures within the town limits.
NOW THEREFORE BE IT RESOLVED by the Robbins Hose Company of Dover, Delaware (which is the corporate name of the Dover Fire Department) in meeting assembled this fourth day of February A. D. 1924 that for purposes of fire protection the said new brick Dover Colored School building known as the Booker T. Washington school shall be considered to be within the town limits and,
BW IT FURTHER RESOLVED that this body hereby agrees to give this building the same protection in case of fire as all other structures within the corporate limits of said town.
Done at Dover, Delaware this fourth day of February A.D. 1924 as witness the hand of John C. Hopkins, President, and Walter A. Green, Secretary, the Corporate seal of the Company being also hereunto affixed.

Erection of Lighthouse, State and Loockerman Streets:
President Hopkins read letter from C.D. Buck, Chief Engineer of the State Highway Department, calling attention to the dangerous intersection at State and Loockerman Streets, and offering to pay half the cost of installation and half the maintenance each year of a lighthouse at this intersection, the Town to pay the other half.
Upon motion of Messrs. LeFevre and Burton Council agreed to accept Chief Engineer Buck’s offer, and instructed Clerk to so inform Mr. Buck.
Resolution to be Presented to State Highway Commission:
BE IT RESOLVED by the President and members of the Town Council of The Town of Dover, in regular session met, that in the event the State Highway Commission of the State of Delaware should decide to build a concrete road from Little Creek to Dover, by what is known as the North route, The Town of Dover extends to State Highway Commission the privilege of continuing said road from the Town limits, near the Water Works, to the concrete pavement at the junction of King and State Streets, or to any other point within the Town limits that the construction of said concrete road or pavement within the Town limits shall not be at the expense of the said The Town of Dover.
