Dover Del. August 4th, 1924.

The regular monthly meeting of Town Council was called to order by the President. The following members were present:

Messrs. Downes, LeFevre, Burton, Clements, Frear, Clark, Keith, Hancock, and President Hopkins.

The reading of the minutes was dispensed with.

Alderman’s Report:

The Alderman’s report for July showed eleven arrest and fines collected amounting to $39.80, check for same being turned over to the Treasurer. Approved on motion of Messrs. Downes and Burton.

Engineer’s Report:

The following report of the Chief Engineer was read by the Clerk, and, on motion of Messrs. Burton and Clements, was accepted and ordered entered in the minutes and filed.

Fountain at Division St. & Governor’s Ave.

Council, acting upon motion of Messrs. Downes and Burton, extended to Mr. John Maag, one of Dover’s well-known citizens, the privilege of installing a drinking fountain on Governors’s Avenue, north of Division, to replace the old trough in use now. On behalf of the Council, Mayor Hopkins extended a vote of thanks to Mr. Maag for his generosity.

4" water main on King Street:

Council, acting upon motion of Messrs. Downes and Burton, authorized the Light and Water Committee with power to act to install a 4" water main in King Street, beginning at Richardson & Robbins’ factory and ending near the Dover Garage.

Changing fire alarm system:

Council, acting upon motion of Messrs. Keith and Burton, transferred from the operating room of the Diamond State Telephone Company to the Light and Water plant the fire alarm switch, the Telephone Company to make the installation without charge.

Noah Walls’ moving house:

Noah Walls was granted permission by Council to move house to Dover, on Water Street; motion of Messrs. Keith and Downes.

Installation of gasoline tank:

Upon motion of Messrs. Clements and Burton, Council granted permission to W. C. Jason to install a gasoline tank and pump on his property at Reed and Kirkwood Streets, providing ordinance covering such installation be strictly adhered to.

Water main to Plant of W. D. Ross & Co.:

Clerk was instructed to request permission from the P. R. R. Co. to lay a 4" water main under the Company’s tracks at North Street, this main to be extended to plant of W. D. Ross & Co.

Maintenance of State Street by State Highway Dept.:

The following resolution was adopted by Council upon motion of Messrs. Keith and Burton:

WHEREAS the greater part of the vehicular traffic through the State of Delaware from North to South passes through and over State Street in the Town of Dover, Kent County, and

WHEREAS, said State Street is substantially a part of the main thoroughfare or State Highway running North and South through the said State; and

WHEREAS, it seems to be equitable that the State of Delaware should maintain and bear the expense of the repairs incident to the upkeep of said State Street, within the limits of the Town of Dover, until such time as the State Highway Department should determine a route over which a permanent concrete road shall be built through or around the Town of Dover;

NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF DOVER in regular session met, this fourth day of August, A. D., 1924, that the State Highway Department of the State of Delaware be requested to maintain and keep in repair, at the expense of the State of Delaware, State Street in the said Town of Dover, from the Northern to the Southern limits of said Town, all work and repairs, however, to be done under the supervision of the State Highway Department and the Town Council.

BE IT FURTHER RESOLVED that a copy of this regulation be presented to the State Highway Department by the Clerk of the Council.

Walter L. Main Circus:

Council, acting upon motion of Messrs. Downes and Burton, extended permission to the Walter L. Main Shows to exhibit on the Town Lot either the 5th, 6th or 8th of September, no exact date being specified.

Finance Committee: No report.

Fire & Police Committee:    No report.

Street Committee:    No report.

Sewer Committee:

Council instructed the Sewer Committee to have fixed immediately the broken sewer on N. Governor’s Avenue, above Cecil Street.

Light and Water Committee:

Council authorized the Light and Water Committee to ascertain whether or not an acre of land opposite the Light and Water Plant could be bought from Mr. Frank Webb, and to report their findings at the September Council meeting.

There being no further business, Council adjourned at 9:15 P.M.
