REGULAR MEETING
March 1, 1925
Town Council met in regular session at 7:30 P.M. with the following members present; Mayor Woodford, Messrs. LeFevre, Downes, Burton, Frear, Clements, Keith, Clark & Hinkle.
Minutes of the last meeting were read by the Clerk, there being no corrections, stood approved as read.
Aldermans Report
The Aldermans report showed 10 arrests and fines collected amounting to $22.50. Check for same being turned over to treas. Report accepted on motion of Keith & Hinkle.
Engineer’s Report
The following report of the Chief Engineer was read by the Clerk on motion of Messrs. Burton & Keith was ordered entered in the minutes and filed.

Sewer Committee No report
Fire & Police Committee
Council acting upon motion of Messrs. Keith and Hinkle appointed Mayor Woodford and Councilman LeFevre as a committee to go before the legislature and urge an appropriation for the Robbins Hose Co in as much as Dover houses the State Capitol and other buildings.
Tree Committee
Council acting on motion of Messrs. Downes & Clements granted permission to the tree committee to remove trees from the Baptist Church and the People Church.
The Ladies Appointed on the Tree Committee by the Mayor were as follows Mrs. J. H. Hughes, Mrs. G. M. Jones and Mrs. E. H. Adkins.
Street Committee
The contracting for hauling garbage was referred to the committee for investigation.
Solicitor’s Report
Upon motion of Messrs. Burton, Clark the following report of the Town Solicitor was accepted by Council:

To the President and Members of the
Town Council of The Town of Dover.
Gentlemen:
In accordance with the provisions of the charter and ordinance of the Town I herewith submit to you my report as Solicitor for said Town for the year ending March 2, 1925:
The President of the Council and various members thereof have consulted me as occasion has required and legal advice and opinions have been given to them from time to time.
The Alderman has also consulted with me on various matters affecting the Town and advice has been rendered him.
Bonds of the Town officials, oath of Assessor, ordinances, resolutions and other legal papers have been prepared as occasion demanded, including papers incident to the conveyance by Frank B. Webb and wife to The Town of Dover of a small tract of land adjoining the Electric Light and Water Department, preparation of papers to comply with the charter incident to the citizens’ meeting on the third Monday in February to consider the question of raising additional taxes, and Bill has been prepared by the Solicitor and submitted to the Legislature relating to the amendment to the Town Charter enlarging the boundaries of the Town.
The attention of the Council is directed to a claim growing out of the death of Ellis in the month of September 1924, while in the employ of the Diamond State Telephone Company, in repairing wires of the Telephone Company on the streets of the Town. John Biggs, Esquire, Attorney at Law, of Wilmington, has the claim in hand and has made a proposition of settlement on a basis of $2500. Mr. Biggs takes the position that the town is liable to the legal representatives of the deceased on the ground of negligence. I am now engaged in an investigation of the facts incident to the case.
There are no suits pending against the Town at this time.

Solicitor: Salary fixed and elected
Upon motion of Messrs. LeFevre and Keith the salary of the solicitor for the year 1925 was fixed by Council at $100.00. Mr. Jas. M. Satterfield was placed in nomination by Messrs. Downes and LeFevre. There being no other nominees, Mr. Satterfield was unanimously elected.
Town Constables- -Salary fixed and elected
Upon motion of Messrs. Keith and LeFevre the salary of the Chief of Police was fixed at $25.00 per week; salary of the Night Watchman was fixed at $25.00 per week; the salary of the Assistant Supervisor of Streets and Constable was fixed at $25.00 per week; Council elected as Chief of Police E. I. Lane, Night Watchman Arthur Dickerson and Assistant Supervisor of Streets and Constable Wilson Cummins, upon motion of Messrs. LeFevre and Downes. They being present were sworn in by the President.
Judges for Robbins Hose Company’s Annual Election
The following Members of the Robbins Hose Co were appointed by the President to hold the annual election of that body, on Monday evening March 16th, 1925.

Light and Water Committee
The committee ordered Mr. Kichline to install three lights on W. William Street.
Council acting on motion of Messrs. LeFevre and Downes put into effect beginning March 1st, 1925 a sliding scale for commercial light up to 150 K.W. .15¢ -150 to 500 K.W. 12¢ - 500K.W. up 10¢.
Council acting on Motion of Messrs. LeFevre & Burton authorized the committee to have made a survey of the water spigots in the Town.
Constables
Council acting on motion of Messrs. Keith and Clark elected as Constables without pay for the year 1925. Robinson, Scott Forbs, Jas. Godwin and Blaine Storey. They being present were sworn in by the president.
Mrs. Anna L. Behen Protests Against Erection of Fountain
A letter was read by the clerk from Mrs. Anna L. Behen protesting against the erection of a fountain (Water) on her property at Division and Governors Ave. Council acting on motion of messrs. Clements and LeFevre voted to install the Fountain as had been previously agreed upon, and instructed the Clerk to so notify her.
Minutes of Citizens Meeting
Council acting on motion of Messrs. Keith and Clements ordered the Minutes of the Citizens Meeting held February 9th, 1925 be and the same recorded in the Minutes of Council. Recorded the following page.
Bids for Hauling Coal
Bids were opened for hauling coal, which were as follows
W. H. Peterson .60¢ per ton Town pay Demurrage
Reynolds Reed .60¢ per ton Flat.
Council acting on motion of Messrs. LeFevre and Clark awarded the contract for the hauling of coal to Reynolds Reed at .60¢ per ton, he to pay all demurrage, the coal to be placed on the yard at the plant as directed by the Chief Engineer.
Policy for Employees Compensation Returned
The Clerk was instructed by the Mayor to return to Mr. A. J. Kingsbury Policy No. WC-70240 dated February 21, 1925. Which instructions were compiled with the following day.
Committee on purchase of new fire apparatus
The Mayor appointed the following committee to look over the field to fire fighting apparatus and report back to Council what they thought best to buy, Committee for Council Messrs. Keith, Clark & Hinkle and the Committee for the Robbins Hose Co Messrs. Boyer and Humphrey.
