June 4, 1928
The meeting was called to order at 7:45 P.M. by President Woodford with the following members present: Messrs. Burton, Clements, Clark, Keith, Frear, LeFevre, Downes, and Hinkle.

Upon motion of Messrs. Downes & Burton the reading of the last Regular Meeting was dispensed with.
ALDERMAN’S REPORT
The Aldermans Report for the month of May and fines collected amounting to $461.00 with 29 arrests. Check for same being turned over to the treasurer. Upon motion of Messrs. Keith & Clark this report was accepted & ordered filed.

Taxes have come in fair, the total paid to the Town Treasurer to date amounting to 32,400.18 and the total paid town treasurer last month, ending May 25th 1928 was $18,197.56.
I have been unable to get the fire plugs installed at points designated some time ago, although I have the plugs in stock. The present plugs are but recently tested, and in good condition, and fully capable of delivering all the water we can get to them, but just as soon as arrangements can be made to install them all in one night. As the entire water system has to be cut off do to this work, we will make the change, but in the meantime, there is no danger from the plug standpoint. Every fire plug in town has been tested and repaired.
The entire water main extensions ordered made in April meeting has been completed at a cost of 82¢ per foot. The turbine installation is progressing. The foundation should be completed Tuesday, and the turbine placed on same by the 15th. The Camden road electric line extension is working and customers cut in.

POLICE REPORT
Upon motion of Messrs. Burton & Clements the report of the Chief of Police was accepted as read by the Clerk.
A RESOLUTION
The following resolution which was read by the clerk was accepted ordered filed and placed in the minutes upon motion of Messrs. Keith & Clark.
The following resolution was unanimously adopted at a special meeting of the Dover Ministerial Assn. held on Monday, May, 18th 1928.
Whereas the lawless element in Dover and vicinity have for sometime past been giving evidence of a growing defiance of the laws and increasing disregard for the moral welfare of the town and community, and
Whereas, the Mayor and Town Council have taken special action and have adopted special measures to stem the tide of lawlessness, and to bring the offenders of the law to justice by strengthening the Police Force, and by going on record as determined to punish all willful violators of the law regardless of race or position; therefore be it
Resolved, that the Dover Ministerial Assn. most sincerely commend the Mayor and Town Council for their expressed determination to protect the fair name of Dover by insisting that the law be respected and obeyed; and be it further
Resolved, that the Town Council be given hearty assurance of the confidence the Ministerial Assn. places in the Mayor and Council and the Police Force to perform the task to which they have set their hands, and that the Ministerial Assn. pledges its full cooperation in the program of Law Enforcement the Council has launched.

COMMITTEES
Fire Chief Hancock appeared before Council regarding the accident insurance policy which the town holds for the Fire Company and asked if same could not be changed to cover doctors bills. He was advised that this could not be done without considerable additional expense and that the Council would authorize the payment of the fire companies doctor bills out of the town treasurer when same was presented.
Mr. Armstrong Cullen appeared before Council regarding the arrest of his colored hired man for being drunk he stated that the man was not drunk and asked that the Council refund the fine which was collected from him. Council called the two officers who arrested the man and heard their case. The officers statement was accepted and the case dismissed.
A Committee headed by Mrs. Robert Lewis appeared before Council requesting that a playground for the children of Dover be financed for two months in the summer July and August stating that the expenditures for same be about $400.00 per year Council agreed to pay Chairman of this Playground committee $400.00 in order to carry this work on for 1 season.
Mrs. James H. Hughes who is a member of the tree committee appeared before Council asking that the Council employ the Davey Tree Expert Co. for one week each year at the amount of $324.00 per year to look after the trees of the town. Upon motion of Messrs. LeFevre and Downes Council decided to employ said Company for the coming year.
Mr. R.E. Norris appeared before Council stating that the large sign boards along the State St. near his house in South Dover was a nuisance Council after hearing his complaint told Mr. Norris that these signs would be removed after meeting of the approval of the Town Solicitor and giving said owners of signs 30 Days notice.
Mr. Wm. Hurley Sr. appeared before Council asking that they extend New St. South through his property. As the route for this street was not satisfactory with Mr. Hurley Council agreed to have him appoint two men and that they appoint two councilmen to meet on said ground and decide where the proper line for this street to go. President appointed Messrs. Downes and Clements as Councils committee to meet Mr. Hurley’s rep.
Harry Blackston appeared before Council asking that the water and sewer be extended west of R.R. to his property. This proposition was turned over to the Light & Water committee for investigation and report at some future meeting.
A petition was presented to Council to have the ordinance amended allowing fish wagons to stand on the corner of Governors Ave. and Loockerman St. for three additional hours in the afternoon as well as the three hours that were already allowed in the morning. Council decided not to make any change in this matter and to let the ordinance as it is.
FINANCE COMMITTEE
The following bills after being audited by the finance committee and found correct, Clerk was instructed to draw orders on the Treasurer necessary for their payment.
