REGULAR MEETING

February 4, 1929

Meeting was called to order by hold-over member Thomas V. Keith, at 7:45 P.M. Certificate of election was read by the Clerk and the new members were sworn in by acting Alderman W. D. Burton. President of Council, J. Wallace Woodford, Grover C. Frear, W. Denny Clements, J. A. Downes and Wm. M. Hinkle. After which, Pres. Woodford took charge of the meeting.

ALDERMANS REPORT

The Aldermans report for the month of January and fines collected amounting to $50.50 with six arrests. Check for same being turned over to the Treasury. Upon motion of Messrs. Hinkle and Clements, this report was ordered accepted and filed.

POLICE REPORT

Report of the Chief of Police was accepted as read upon motion of Messrs. Keith and Burton.

ELECTION OF CLERK OF COUNCIL

Upon motion of Keith and Clements, J. Osborne Willis was nominated and elected as Clerk of Council for the ensuing year.

TREASURER ELECTED AND SALARY FIXED

Upon motion of Keith and Burton, the Treasurer Mr. W. S. Haman was nominated and elected for the ensuing year. And upon motion of Messrs. Downes and Hinkle, the Treasurer salary was fixed at $300.00 per year.

ELECTION OF ALDERMAN

Council acting upon motion of Keith and Clements unanimously elected as Alderman Edwin F. Wood for the ensuing year. And upon motion of Clements and Clark W. D. Burton was elected as Acting Alderman.

COMMITTEES

Mr. George Milbourne appeared before Council and complained about paper blowing around on Minor Street from the back of Erhlichs Store. This was due to not being placed in proper containers for trash trucks. Upon motion of Clements and Burton, Council turned this matter over to Chief of Police.

STANDING COMMITTEES FOR THE YEAR 1929

Upon motion of Messrs. Burton and Keith, Light and Water Committee was elected as follows: Messrs. J. A. Downes; J. P. LeFevre and Thomas F. Clarke. After said election the two members present retired and elected J. P. LeFevre as Chairman of said Committee.

CITIZENS MEETING

President of Council ordered a Citizen Meeting to be called the third Monday in February Namely; February 18, 1929 as required by Charter in order to raise the tax rate for funds to take care of the extermination of mosquitos.

COMMITTEE

A large committee from the North East side of town appeared before Council with Lt. Gov. J. Hall Anderson as spokesman, regarding the extension of Penn. Ave. through to King Street. After some discussion this proposition was put to vote. Resulting, with four in favor and three against this purchase. The vote as follows: Messrs. Frear, yes; Burton, no; Clements yes; Clark no; Keith yes; Hinkle no; Downes yes. Upon motion of Messrs. Clements and Downes, Council was authorized to purchase necessary lots for this work of Mr. George Burton and C. L. Harmonson at the original price which they paid for lots plus their taxes and 4% int. to date. Also, that Council pay these men $250.00 on account as a retainer. Balance to be paid July 1st, 1929.

Mr. W. H. Pederson appeared before Council and asked that the town rubbage be given him for one year in order that he be able to fill up around his property. Upon motion of Keith and Burton this request was granted without charge.

Upon motion of Messrs. Burton and Clements the following insurance was given for the following year.

FINANCE COMMITTEE

The following bills after being audited by the finance committee and found correct, the Clerk was instructed to draw orders on the Treasurer necessary for their payment.
