REGULAR MEETING

May 13, 1929

The meeting was called to order by President Woodford at 7:45 P.M. with the following members present: Messrs. Frear, Burton, Clark, Keith, Hinkle, Clements.

MINUTES

Upon motion of Messrs. Burton and Clements the reading of the minutes of the last regular and special meetings was dispensed with.

ALDERMANS REPORT

The Aldermans report for the month of April and fines collected amounting to $354.60 with 24 arrests. Check for same being turned over to the treasurer. Upon motion of Messrs. Hinkle and Clements this report was ordered accepted and filed.

POLICE REPORT

The report of the Chief of Police was accepted as read upon motion of Messrs. Keith and Burton.

TREASURERS REPORT

Upon motion of Messrs. Clements and Hinkle the following report of the Treasurer after being read by the Clerk was accepted, ordered placed in the minutes and filed.

The following report of the Supt., was accepted, ordered placed in the minutes and filed upon motion of Messrs. Keith and Clements.

Practically complete arrangements have been made for the new water mains, authorized at the special meeting, excepting the lot for the erection of the Tower-tank. As soon as this detain is consumated, bids will be asked for doing the work. At a meeting with the underwriters Dep’t of the Middle Dept, engineers, the plans as given you were OK’d without exceptions.

The reports herewith submitted, relate to the organization of the old regime, and City Manager reports could not be given until next month, as most of this month, April, was conducted before the Charter was operative.

FIRE COMPANY ELECTION

After examining contents of the ballot box of the Robbins Hose Co. annual election, Council found the election return as follows: Harry Hancock, Chief; John Argo, 1st Assistant; Earl Hayes, Second Assistant. Election of these members was confirmed upon motion of Messrs. Clements and Keith, and the newly elected members were sworn in.

NEW PROPOSED GOVERNORS AVENUE

Upon motion of Messrs. Keith and Clements, Council decided that City should proceed to secure rights of ways necessary for the building of the New Governors Avenue boulevard, as soon as a statement could be secured from the Highway Dept. confirming the exact route of same.

PLAYGROUND

Mrs. Robert Lewis appeared before Council asking for funds for maintaining City playground out to the High School for two months during the Summer. Upon motion of Messrs. Clements and Burton, Clerk was instructed to draw an order for $350.00 for this purpose.

NEW POLICEMAN

Police Selvey requested that he be given another Officer to replace W. H. Pederson, who was not re-appointed at last regular meeting. Council took no action on appointment of this officer. Upon motion of Messrs. Keith and Hinkle, the matter was turned to the Mayor, and the Chief of Police with instructions that if the Mayor thought same was necessary, to have the power to act.

NEW CITY SOLICITOR

Upon motion of Clements and Hinkle, Mr. James M. Satterfield, Esq. was re-appointed City Solicitor with same salary for the coming year.

COMMITTEES

Committee appeared before Council in behalf of John Wilson colored, who was arrested by Chief of Police, Selvey and claimed to have been injured by said Police, stating that action would be taken by his Council against the City of Dover for injuries sustained.

Mr. J. L. B. Hutchinson appeared before Council representing no. of Citizens and Property owners requesting the re-opening of Governors Avenue in South Dover through to Wyoming Avenue. Council instructed Clerk to notify all Citizens occupying this ground in question to vacate within thirty days from this date.

FOUR INCH WATER PIPE

Upon motion of Messrs. Clements and Keith, City Manager was given authority to order a carload of 4" pipe for water main.

Upon motion of Messrs. Frear and Hinkle, Council adjourned at 9:30 P.M.
