REGULAR MEETING
July 8th, 1935
The meeting was called to order at 7:30 P.M. by Mayor Woodford with the following members present: Messrs. Keith, Millman, LeFevre
MINUTES
Upon motion of Messrs. Downes and Frear, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
Upon motion of Messrs. LeFevre and Hinkle, the City Manager’s report for the month of June was accepted as read by the Clerk and ordered placed in the minutes.
Upon motion of Messrs. LeFevre and Hinkle, the City Manager was authorized to prepare application for PWA funds to the extent of 4%of the cost of building a sewerage disposal plant and an incinerator.
Upon motion of Messrs. Keith and LeFevre, the City Manager was authorized to extend the water line on South Governors Avenue as far as the diner which is being built by Mr. Louis Wallace.
ALDERMAN’S REPORT
The Alderman’s report for the month of June and fines collected amounted to $198.00 with 17 arrests, check for same being turned over to the City Manager. This report was accepted as read by the Clerk and ordered filed upon motion of Messrs. Hinkle, and Frear.
POLICE REPORT
The report of the Chief of Police was accepted as read by the Clerk upon motion of Messrs. Keith and Hinkle.
FINANCIAL REPORT
The financial report for the month of June was accepted as read by the Clerk upon motion of Messrs. Hinkle and Downes.
COMMITTEES
Mr. R.C. Beckett and a committee consisting of Mrs. Phyllis Horsey from the Garden Club, Mr. R.S. McNeal from the American Legion, Mr. G D. Enterline from the Kiwanis Club, Mr. A. G. Livinston from the Boy Scouts, Mr. John A. Custer from the Chamber of Commerce and Mr. Charle Boyer from the Rotary Club appeared before Council asking that the Citysponsor and finance a swimming pool in Silver Lake which is known as the Sand Pit. After some discussion, upon motion of Messrs. Keith and LeFevre, Council approved a donation of $200.00 toward this swimming pool with the understanding that some organization would sponsor same and that the City would not be responsible in any way.
Mr. Beckett explained to the City Council that it would be possible for them to receive funds from the U. S. Government under the WPA for cleaning up and grading Jones’ River Valley from the Court Street bridge to the Mill Dam for the purpose of making a recreation center for the City.
P. W. A. APPLICATION RESOLUTION
A resolution authorizing the Mayor and City Manager of the City of Dover, Delaware, to file an application to the United States of America through the Federal Emergency Administration of Public Works for a grant to aid in financing the construction of a sewage treatment works, garbage and rubbish incinerator and other sewer work and designating the Mayor and the City manager to furnish such information as the Government may request.

At the regular meeting of the City Council of Dover, Delaware, held in the City Hall at Dover, Delaware, on Monday, July 8th, 1935, the following members of the City Council were present: Messrs. T. V. Keith, C. F. Millman, J. P. LeFevre, J. A. Downes, J. A. Frear and W. M. Hinkle, being a majority of all the members of the City Council. L. D. Shank, City Manager, and Joseph O. Willis, City Clerk, were also present.
The following resolution was presented:
RESOLVED, That J. Wallace Woodford, Mayor, and L. D. Shank, City Manager, be and they are hereby authorized to execute and file an application on behalf of the City of Dover, Delaware, for a grant to aid in financing the cost of a sewage treatment works, garbage and rubbish incinerator and miscellaneous sewer work for Dover, Delaware.
That the said Mayor and the said City Manager be and they are hereby authorized and directed to furnish such information as the United States of America through the Federal Emergency Administration of Public Works may request in connection with this application.
On motion of Messrs. Keith and LeFevre, the foregoing resolution was adopted by the unanimous vote of the members of the City Council present.
DRAINING TAR DITCH AREA
Upon motion of Messrs. Downes and Keith, the City Manager was authorized to lay soil tile in the Tar Ditch area through the lands of Dover Lumber & Milling Company in order to drain low ground through their property.
ASSESSORS SALARY
Upon motion of Messrs. Hinkle and Downes, the City Clerk was instructed to draw an order on the treasury for $250 salary for making the scrap assessment of the City taxes for the year 1935.
LAND PURCHASE
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to purchase the land necessary for building the new sewerage disposal plant and incinerator.
