SPECIAL MEETING
November 23rd, 1936
A special meeting of the City Council was held on November 23rd, 1936, at 4:30 P. M. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. J. A. Downes, Thos. V. Keith, John P. LeFevre, Grover C. Frear, Curtis F. Millman, Willard M. Hinkle and Harry Vane.
PURPOSE OF MEETING
The meeting was called for the purpose of discussing a proposition presented by the international Latex Corporation of Rochester, New York, through its owner Mr. A. N. Spanel. The proposition stated that they wish to locate their plant on the land east of the City power plant now owned by Mr. D. M. Wilson. After some discussion, the City Council authorized the City Manager to convey to the International Laxtex Corp. the following information:
Upon motion of Messrs. Keith and Hinkle, the City of Dover agreed to furnish for a period not exceeding 10 years the following:
First: electric current not to exceed 1,000 KW per 24 hour operation and to erect a power line from the electric plant to the plant of the International Latex Corp;
Second: to furnish and deliver at the City plant 2500 lb. of steam per hour for 24 hour operation per day;
Third: to exempt the International Latex Corp. from all City taxes for a period nto to exceed 10 years.
DRAINING OF SILVER LAKE
Upon motion of Messrs. LeFevre and Keith, the City Manager was instructed to inform the City Solicitor that the Council authorized him to take legal action in order to prevent the draining of Silver Lake at the mill dam unless the City of Dover is protected by good and sufficient bond against all loss or damage done to the City property, including the restoring of the dam after the bridge is built, unless the Delaware State Highway Department will assume all repsonsibility.
