Biographical Information


On May 14, 2001, Gene Ruane began his first two year term as one of two Councilmen elected from Dover's Second District. Since then he has been re-elected three times and is currently serving in his fourth term(2007-2009).
Although serving in his first elective office, Gene has considerable government experience, having held senior level planning and administrative positions over a period of nineteen years in cabinet level departments of the Delaware state government.
As Principal Planner for Policy and Management in the Governor's Office of Management, Budget and Planning, Gene directed a staff of Planners in its Human Services section, which were responsible for evaluating the feasibility and impact of both operational and capital improvement plans, policies and budgets of the state's human service departments.
After helping to develop a legislative and management plan for the reorganization of the state Department of Community Affairs, Gene transferred to that department, where he served as its Principal Planner ;and, also as the Executive Assistant to the departmental Secretary. He directed its accounting, planning and human resources functions.
In 1988, Gene was accredited as a Certified Planner by the American Planning Association. He still maintains his association with this professional organization by serving on the Executive Committee of its Delaware Chapter.
After his retirement from state government in 1992, Gene worked for a short period as a Consultant to the Delaware Safety Council; and, for two years he served as a "legislative agent" in the Delaware General Assembly for the Delaware Psychological Association.
In 1985 the Mayor of Dover appointed Gene to the Kent County Regional Planning Commission, where he finished his term as Vice Chair; and, in 1993 another Dover Mayor appointed him to the Public Advisory Committee of the Dover/Kent County Metropolitan Planning Organization. He was elected as its first Chairman and served in that position until the end of his appointment.
Gene has also served as President of a number of community organizations including the Mayfair, Crossgates, Wedgewood, Mayfair II Civic Association; the Caesar Rodney Jr. High PTO; the Dover Education and Community Center; and, the Kent County Interagency Council.
While his children were growing up, Gene served as a Coach for the DE Soccer Association and YMCA Basketball.
Gene has earned an M.A. in Government/Politics (with a concentration in Public Administration & Urban Affairs) from the University of Maryland; and a B.A. in Philosophy and an S.T.B. in Theology from St. Mary's University in Baltimore,MD.
Gene is a native of Baltimore, MD but has lived in Dover since 1972. He and his wife, Marty, live in the Crossgates area. Their three children live in Los Angeles, CA.
